  • Under Article 15 of the Treaty on the Functioning of the European Union, citizens and residents of EU countries have a right of access to documents of the European Parliament, the Council and the Commission Regulation (EC) No 1049/2001 on public access to documents from these 3 institutions sets out the general principles governing this right of access and the limits to it.
  • To help citizens exercise this right, the Regulation stipulates that all 3 institutions shall make a register of documents available online.
  • The European Parliament public register of documents contains in particular, legislative documents, drawn up or received in the course of procedures for the adoption of acts that are legally binding in or for the Members States. Where possible, other categories of documents are also made directly accessible. When direct access is not given through the Public Register, citizens can apply for access to a document, in any written form, in one of the official languages of the European Union.

The European Parliament’s offices will be closed on 01 and 2 November 2018. Applications for access to documents will not be registered until 05 November 2018. As a result, the response period of 15 working days (see Article 7(1) of Regulation (EC) No 1049/2001) will start on that date.
