Informații generale privind granturile acordate

Regulamentul financiar aplicabil bugetului general al Uniunii Europene stabilește printre principiile de execuție a bugetului și pe cel al transparenței, principiu evocat, sub diverse forme, în tot cuprinsul Regulamentului financiar și al normelor de aplicare a acestuia, prin diferite dispoziții care asigură o publicare adecvată (ex-ante și/sau ex-post) a informațiilor privind execuția bugetului.

În ceea ce privește granturile, măsurile de publicare sunt definite la articolul 128 din Regulamentul financiar, care prevede atât publicarea ex-ante a programului anual și a cererilor de propuneri, cât și publicarea ex-post a granturilor acordate în cursul unui exercițiu financiar. În această privință, este util să reamintim că un grant este considerat „acordat” atunci când există un prim angajament juridic, și anume în momentul semnării primului acord.

 
Directorate General for Interpretation and Conferences – financial support for training in conference interpreting

The Directorate General for Interpretation and Conferences of the European Parliament has adopted a Work Programme on financial support for training in conference interpreting. The work programme covers the academic year 2014/2015.

The call for proposals for the organisation of postgraduate courses and projects aimed at supporting interpreter training is now open. The deadline for the submission of applications is 16 May 2014 as per dispatch mark.

Before completing the application form, applicants are advised to read carefully the call for proposals and the accompanying documents.

A new call for proposals for grants under the 2015 budget is expected to be published by November 2014. Partner organisations will be notified by e-mail when the call is published. Organisations which are not yet partner should consult the website on a regular basis for more information

 
 
Ex post publication

Under the Financial Regulation applicable to the general budget of the European Union, the award of grants is governed by the principle of transparency, which means inter alia that there must be ex post publication.

Article 169 of the Financial Regulation Implementing Rules, which still applies to grants awarded in 2012 but has been superseded by new Articles 21 and 191 in the Rules of Application for grants awarded from 2013 onwards, stipulates that ‘All grants awarded in the course of a financial year, except scholarships paid to natural persons, shall be published’ on ‘the internet site of the Community institution concerned during the first half of the year following the closure of the budget year in respect of which they were awarded.’

Parliament is also obliged - in order to comply with personal data protection legislation (Article 35 of the Financial Regulation and Article 21 of the Rules of Application) - to limit the information which is published on grants. Information on grants awarded over the last two years will be published on the website. Older figures will be accessible upon request from the relevant directorates-general, with due regard for Regulation 45/2001/EC (see legal opinion on this website).
