2008 discharge to the Commission

In the context of the 2008 budget discharge to the Commission there will be an exchange of views during the next CONT meeting of 2-3 December with Mr Paweł Samecki, Member of the European Commission responsible for Regional Policy, Mr Vladimír Špidla, Member of the European Commission responsible for Employment, Social Affairs and Equal Opportunities and Mr Karel De Gucht, Member of the European Commission responsible for Development and Humanitarian Aid.

CONT meeting 10 November 2009 - 2008 Discharge

As is the case every year, the President of the European Court of Auditors, Vítor Manuel da Silva Caldeira, will present the annual report concerning the financial year 2008. This presentation will be preceded by the presentation from the Vice-President of the European Commission responsible for Administrative Affairs and Anti-Fraud, Siim Kallas, of the annual accounts of the European Communities for 2008.

2007 Discharge to the Council

At its meeting of 3/4 November 2009, the CONT Committee will vote on the 2nd draft report in which the rapporteur, Søren Bo Søndergaard, recommends granting discharge to the Council for the financial year 2007.

The vote in plenary is scheduled for November 2009 in Strasbourg.

CONT meeting 3 November 2009 - 2008 Discharge

In the context of the 2007 follow-up discharge to the Commission and the preparation of the 2008 discharge, the CONT Committee will hold an exchange of views with the Vice-President of the European Commission responsible for Administrative Affairs and Anti-Fraud, Siim Kallas. At that meeting, the following documents will be presented:

- the 2008 Synthesis Report on the Annual Activity Reports submitted by the Commission's Directorates-General

- the 2008 Annual Report to the Discharge Authority on internal audits in the presence of the Commission's Internal Auditor, Brian Gray

Presentation and competencies

Комисията отговаря за:

1. контрола върху изпълнението на бюджета на Съюза и на Европейския фонд за развитие, и решенията за освобождаване от отговорност, които трябва да бъдат взети от Парламента, включително вътрешната процедура по освобождаване от отговорност и всички други мерки, които съпровождат или привеждат в изпълнение такива решения;

2. приключването, представянето и контрола на сметките и счетоводните баланси на Съюза, неговите институции и всички органи, финансирани от него, включително определянето на остатъка, който ще бъде пренесен, и уреждането на сметките;

3. контрола на финансовите дейности на Европейската инвестиционна банка;

4. оценката на разходната ефективност на различните форми на финансиране на Общността при осъществяването на политиките на Съюза;

5. проверката на измами и нередности при изпълнението на бюджета на Съюза, мерките, целящи предотвратяването и съдебното преследване на такива случаи и защитата на финансовите интереси на Съюза като цяло;

6. отношенията със Сметната палата, назначаването на нейните членове и разглеждането на нейните доклади;

7. Финансовия регламент, що се отнася до изпълнението, управлението и контрола на бюджета.
