Zaposlitev

 

Parlament skupaj zaposluje približno 8000 uradnikov in drugih uslužbencev iz držav članic Evropske unije, ki delajo v treh krajih dela (v Luxembourgu, Strasbourgu in Bruslju) ter v informacijskih pisarnah v državah članicah.

 
 
Uradniki

Javno službo Evropske unije sestavljajo uradniki v treh funkcionalnih skupinah: upravni uslužbenci (AD), strokovno-tehnični uslužbenci (AST) ter tajniki in referenti (AST/SC).

Vsi predpisi o javnih uslužbencih Evropske unije so opredeljeni v Kadrovskih predpisih za uradnike Evropske unije in Pogojih za zaposlitev drugih uslužbencev Evropske unije.

Kako postati uradnik?

Izbiranje uradnikov poteka na splošnih natečajih, ki jih pripravlja Evropski urad za izbor osebja (EPSO). Naloga tega urada je izbrati osebje za Parlament, pa tudi druge evropske institucije. Razpisi natečajev so objavljeni v Uradnem listu ter na spletni strani urada EPSO.

 
 
Začasni uslužbenci

Začasne uslužbence je mogoče zaposliti za opravljanje zelo različnih nalog na teh področjih:

  • na delovnem mestu, ki ga je proračunski organ opredelil kot začasno;
  • na stalnem delovnem mestu (uradnika) za določen čas;
  • za pomoč osebi, ki opravlja funkcijo iz Pogodbe (predsednik, podpredsednik, kvestor), ali političnim skupinam Evropskega parlamenta.

Kako postati začasni uslužbenec?

Izbirni postopki za nekatera navedena področja so objavljeni na spletnih mestih urada EPSO, Evropskega parlamenta in političnih skupin.

 
 
Pogodbeni uslužbenci

Pogodbeni uslužbenci se zaposlijo za

  • opravljanje fizičnih ali upravnih nalog;
  • nadomeščanje uradnikov in začasnih uslužbencev, ki trenutno ne morejo opravljati dela.

You are about to be recruited as a contract staff member

You have just been contacted by a European Parliament department which wishes to offer you a post as a contract staff member.

Your recruitment will take place in three stages:

  • You will receive a letter of interest outlining the procedure under which you were selected (CAST, COSCON or selection by a political group) and asking you to forward to us, within 10 working days, a number of documents (extract from your police record, diplomas, certificates attesting to your professional experience, etc.).
    As soon as we receive your documents, they will be checked. Your qualifications and your professional experience will be assessed so that you can be placed in the right grade in the function group to which you are to be recruited. That grading will determine your salary.
  • The Contract Staff and Accredited Parliamentary Assistants Recruitment Unit will then send you an offer specifying the dates on which your contract will begin and end, your place of employment, your grade and, on that basis, your salary.
    You will be asked to contact the Medical Service (either in Brussels or Luxembourg) to arrange a medical examination which will determine whether you are fit to take up your duties.
  • Once the Contract Staff and Accredited Parliamentary Assistants Recruitment Unit has received the certificate stating that you are fit to perform your duties, it will draw up your contract. You will sign the contract on the day you start work at Parliament.

Akreditirani parlamentarni pomočniki

Poslanci Evropskega parlamenta izberejo in zaposlijo svoje akreditirane parlamentarne pomočnike na podlagi vzajemnega zaupanja, kamor je lahko zajeta zlasti politična pripadnost.

You are about to be recruited as an accredited parliamentary assistant (APA)

Your future MEP has informed you of their intention to offer you a contract as an accredited parliamentary assistant.

Your recruitment will take place in five stages:

  • Your future MEP or grouping of MEPs has made or will make a recruitment request to DG FINS, which will record the request.
  • The Contract Staff and Accredited Parliamentary Assistants Recruitment Unit will send you a link to the People portal, where you will be able to accept or reject your job offer. Please read the offer through carefully because it contains a great deal of useful information. In particular, the offer will specify the function group to and the grade at which your MEP wants to recruit you, your basic salary, the start and end dates of your contract and your place of employment.
  • You will then be asked to fill out a brief questionnaire on the People portal.
  • Finally, you will need to upload to the People portal the documents specified in the offer. Once you have uploaded your documents and validated the submission of your file in People, the Contract Staff and Accredited Parliamentary Assistants Recruitment Unit will check them.
  • If your file is complete, you will be sent an email asking you to log in to People and make an appointment with our services to sign your contract. If your file is not complete, you will receive an email asking you for more information or to upload additional documents to People. Once everything has been received and verified, you will be sent notice of an appointment to sign your contract. The entire recruitment process as described above will take roughly 10 working days.

Napoteni nacionalni strokovnjaki

Nacionalne strokovnjake v Evropski parlament napoti nacionalna, regionalna ali lokalna javna uprava ali organizacija, ki se obravnava kot javni organ, v državah članicah Evropske unije, državah članicah Evropskega združenja za prosto trgovino, ki so del Evropskega gospodarskega prostora, državah kandidatkah ali tretjih državah.

Ti strokovnjaki v obdobju napotitve ostanejo zaposleni pri svojem delodajalcu, ki jih ta čas tudi plačuje. Poleg tega so predvidene tudi dnevnice.

Na stalno predstavništvo države članice pri Evropski uniji je treba poslati motivacijsko pismo in življenjepis.

Delavci, zaposleni pri agencijah za zagotavljanje začasnega dela

Za pokritje začasnih potreb v Bruslju in Luxembourgu je mogoče na podlagi medinstitucionalnih okvirnih pogodb najeti osebje prek agencij za zagotavljanje začasnega dela.
