Член 3 от Договора за Европейския съюз гласи, че Съюзът насърчава икономическото, социалното и териториалното сближаване, както и солидарността между държавите-членки. За тази цел ресурсите на структурните фондове се използват за подпомагането на добре развита политика за регионално развитие, която си взаимодейства с други политики, и по-специално научноизследователската, енергийната и транспортната, за постигането на тези цели.
 
Комисията по регионално развитие, която имам честта да председателствам, е отговорна за гарантиране на това Съюзът и неговите държави-членки да водят икономическа политика по начин, който е благоприятен за постигането на целта. В тази връзка ние работим в тясно сътрудничество с председателството на Съюза, със Съвета, Европейската комисия, както и с консултативните органи на ЕС като Комитета на регионите, Икономическия и социален комитет и множество други местни и регионални организации.
 
Четиридесет и деветте членове на комисията и същият брой техни заместници представляват всички политически групи в ЕП, които посредством своите координатори работят с бюрото на комисията за организиране на нашите дейности.
