Plenary vote on cross border health threats and rules on baby food, special food

The EU's ability to cope with cross-border health threats such as the coronavirus, the 2011 E coli outbreak or the H1N1 flu epidemic in 2009 will be strengthened by new legislation (Pargneaux, S&D, FR) Rules on the labelling and content of baby food, food for special medical purposes and food for very low calorie diet  will be better defined in order to protect consumers says a draft law (Ries, ALDE, BE). Both reports will be voted on Tuesday 11 June.

   
Vote on ETS backloading and Fluorinated greenhouse gases

During the 19-20 June meeting ENVI members will vote on highly important files: one on the ETS backloading amendments that were tabled to the original Commission proposal after the plenary rejected it in April (Groote, S&D, DE) and another on the F-gases regulation(Eickhout, Greens/EFA, NL). proposing to reduce non-CO2 greenhouse gas emissions. Both votes are essential for the overall EU target to reduce emissions by 80 95 % on 1990 levels by 2050 and thus slowing the rate of climate change.

   
Hearing of the Croatian Commissioner-designate Mimica

The hearing of Commissioner-designate Neven Mimica took place on the 04.06.13 before the Committee on Internal Market and Consumer Protection (IMCO), in association with the Committee on Environment, Public Health and Food Safety (ENVI). In the afternoon, during a meeting behind closed doors, the coordinators of the IMCO Committee expressed their opinion on Mr Mimica's suitability as Commissioner for Consumer Policy. Their conclusions, which took into account the opinion of the ENVI Committee associated in the procedure, were examined by the Conference of Committee Chairs on 05.06.13 and then conveyed to the Conference of Presidents. Unless it decides to seek further information, the Conference of Presidents will declare the hearing closed on 06.06.13. It is then up to the European Parliament as a whole to express its position officially during the plenary sitting of 12.06.13.

A freeze on the auctioning of some CO2 permits to help boost investment was approved for a second time by Environment Committee MEPs on Wednesday after the full House narrowly rejected the measure in April. The committee proposes stricter conditions and advocates an earlier, predictable reintroduction of credits. MEPs also propose earmarking a portion of permit auction revenues for innovation.

Use of climate-unfriendly fluorinated gases should be banned in new air-conditioning appliances and refrigerators by 2020, according to a vote on draft legislation in the Environment Committee on Wednesday. Overall use of potent hydrofluorocarbon (HFC) greenhouse gases should be reduced 84% by 2030, MEPs say.

Draft EU rules on clinical trials of new medicines were endorsed by the Public Health Committee on Wednesday. A regulation designed to encourage research whilst protecting patients' rights is to replace an existing directive with simpler, more uniform rules. The new text makes specific provision for low-risk trials, clarifies the duties of ethics committees and details how to obtain informed consent from patients.

Rules on the labelling and content of baby milk and foods for special medical purposes should be better defined in order to protect consumers and distinguish more clearly between foods for normal consumption and foods for specific groups, says a deal struck by Parliament and Council negotiators. The agreement, unanimosly approved by the public health committee on Wednesday, also covers some low-calorie diets.

b)    veterinærlovgivning om beskyttelse mod sundhedsrisici for mennesker; sundhedskontrol af fødevarer og fødevareproduktionssystemer
c)    Den Europæiske Fødevaresikkerhedsautoritet og Det Europæiske Fødevare- og Veterinærkontor.

ENVI er med sine 69 medlemmer Europa-Parlamentets største udvalg. ENVI sørger for, at de europæiske borgeres bekymringer vedrørende miljø, sundhed og fødevaresikkerhed afspejles i lovgivningen på disse områder. Europa-Parlamentet har fået medlovgivende beføjelser på størstedelen af de områder, der drøftes i ENVI, hvilket gør det til et af de mest indflydelsesrige udvalg.
 
Inden for miljøpolitikken beskæftiger ENVI sig med spørgsmål, der rækker fra regulering af giftige kemikalier til beskyttelse af biodiversiteten i Europa. Udvalget arbejder desuden for fremme af et ressourceeffektivt og bæredygtigt Europa. Bekæmpelse af klimaændringer er et centralt element i udvalgets arbejde.
 
De seneste fødevareskandaler i medlemsstaterne har understreget behovet for bedre fødevaresikkerhed. ENVI kaster et kritisk blik på lovgivningen på fødevareområdet. Bedre forbrugeroplysning, f.eks. ved hjælp af klar og entydig varemærkning, er et hovedanliggende for ENVI.
 
Når det gælder folkesundhed, bestræber ENVI sig på at finde europæiske løsninger på sundhedsmæssige udfordringer. De seneste eksempler på dette arbejde omfatter sikkerhed af lægemidler og kosmetiske midler, bekæmpelse af forfalskede lægemidler og beskyttelse af patientrettigheder.
