Personal protective equipment - presentation by the Commission

The Commission representative highlighted that it is an external study including a public consultation in which 27 % of the respondents were enterprises. The main issues of the proposal is the alignment to the New Legislative Framework, a change to the product coverage with the inclusion of oven gloves and dishwashing gloves, a reclassification of certain products, a change of three basic health and safety requirements and, finally, the change of the current directive into a regulation. The inclusion of oven gloves and dishwashing gloves was done because these products have become mass market products since the adoption of the current directive in 1989. The manufacturers of these products (the market for these products is 1.5 bill euro and the EU production is 100 mill euro) usually produce the same oven gloves and dishwashing gloves for professional and industrial use and having the same rules for both products would make production, import and market surveillance easier. Furthermore, the consumer should be able to expect a high level of safety from oven gloves that indicate to offer such protection. The Commission representative clarified that there are 4000 producers of personal protective equipment in Europe, but only a fraction of these produce oven gloves or dishwashing gloves. It was also indicated, that there is a challenge with available data on the subject. The statistics do not specify which injuries are related to gloves that offer inadequate protection.

   
Cableway installations – 3 December AM

Mr López-Istúriz presented his draft report on the proposal for a regulation on cableway installations. The rapporteur supports the proposal and the change from a directive into a regulation as it will simplify the regulatory environment. Special attention is given to guarantee the consistency of the text with the new legislative framework decision and the alignment package adopted during the 7th legislature. The rapporteur also proposes to include specific market surveillance rules.

   
State of play of the Single Market Act: an in-depth analysis

This paper presents the progress made by the EU institutions on the implementation of the set of actions known as the Single Market Act I and the Single Market Act II and published by the European Commission in April 2011 and October 2012. It was prepared by Policy Department A for the information of the Internal Market and Consumer Protection Committee.

Presentation of the Impact assessment on Trade secrets

DG MARKT presented the proposal for a Directive on the protection of trade secrets against unlawful acquisition, use and disclosure, and the accompanying impact assessment. The proposal seeks to improve the protection of trade secret holders in the single market, which is currently fragmented by varied and uneven national legal regimes, by harmonising Member States' civil laws. This includes notably clarifying the basic concepts related to the definition and unlawful acquisition of trade secrets, and providing the necessary safeguards for the protection of interests of other parties, for example for avoiding abusive litigation and for guaranteeing confidentiality during litigation.
 
Members stressed the merits of the Commission's proposal, especially for SMEs and micro enterprises, and set out some areas for improvement that could be addressed, such as introducing explicit language on the principle of minimum harmonisation. They also underlined the need to balance the protection of trade secrets with the protection of whistle-blowers and workers working in R&D intensive industries; the importance of ensuring confidentiality during litigation; as well as the need to extend the prescription period.

An EP/Council deal on a life-saving automatic emergency call system for cars, agreed on Monday evening, was backed by Internal Market Committee MEPs on Thursday.The “eCall” system would use the 112 number to call the emergency services automatically, enabling them to reach crash scenes faster and thus save lives and reduce the severity of injuries. The deal would require all new car models to be equipped with eCall technology from 31 March 2018.

3. fremme og beskyttelse af forbrugernes økonomiske interesser, dog med undtagelse af spørgsmål vedrørende folkesundhed og fødevaresikkerhed
 
4. politik og lovgivning vedrørende håndhævelse af regler om det indre marked og forbrugerrettigheder.

IMCO udvalget er ansvarligt for lovgivningsmæssig overvågning og kontrol, hvad angår EU-regler om fri bevægelighed for varer og tjenesteydelser, fri bevægelighed for erhvervsudøvere, toldpolitik, standardisering og forbrugernes økonomiske interesser.  Udvalgsmedlemmerne arbejder for at nedbringe økonomiske handelshindringer og forenkle lovgivningen for at øge konkurrenceevnen overalt på det indre marked, idet de samtidig varetager forbrugernes interesser på en lang række områder.

De kan følge udvalgets arbejde på denne hjemmeside, som bl.a. giver adgang til dagsordener, mødedokumenter, oplysninger om høringer/workshops, videostreaming og vores nyhedsbrev.

Et velfungerende indre marked er nøglen til skabelse af velstand, innovation og større konkurrenceevne, som gavner virksomheder og forbrugere.  Vi vil støde på mange udfordringer og muligheder, især frigørelsen af det potentiale, der ligger i det indre marked på det digitale område og det indre marked for tjenesteydelser. 
 
Vores opgave er at garantere sikre produkter, beskytte forbrugerrettighederne, holde forbrugerne underrettet om produkter/tjenesteydelser, slå ned på konkurrencefjendtlig adfærd og nedbringe administrative byrder.

Udvalget samarbejder med alle EU-medlemsstater om at sikre, at reglerne for det indre marked er praktisk gennemførlige, overholdes fuldt ud og håndhæves rettidigt.

Det er et privilegium at være formand for dette udvalg og samarbejde med medlemmer på tværs af det politiske spektrum om at skabe virkelige fordele for forbrugere, virksomheder og andre organisationer på hele det indre marked.
