Udvalget om Borgernes Rettigheder og Retlige og Indre Anliggenders (LIBE) ansvarsområde omfatter lovgivningen inden for og den demokratiske kontrol af politikker knyttet til omdannelsen af Den Europæiske Union til området med frihed, sikkerhed og retfærdighed (artikel 3 i EU-traktaten). Disse politikker er forbundet med gennemførelsen af chartret om grundlæggende rettigheder i EU og med en styrkelse af unionsborgerskabet.
 
Arbejdet på dette område er en fælles forpligtelse, der deles af EU, medlemsstaterne, deres nationale parlamenter og retsvæsen og det civile samfund. Som følge heraf kan området med frihed, sikkerhed og retfærdighed blive kernen i den nye EU-retsorden efter Lissabon-traktaten, hvor den nationale retsorden respekteres fuldt ud (artikel 67 TEUF).
 
For at gennemføre disse målsætninger er der blevet vedtaget en flerårig strategi (det såkaldte "Stockholm-program" for perioden 2010-2014), som fastsætter flere lovmæssige og operationelle strategiske mål, der især men ikke udtømmende vedrører statsborgerskab, gennemsigtighed, databeskyttelse, bekæmpelse af forskelsbehandling, retten til fri bevægelighed, grænsekontrol, migration, asyl, det retlige samarbejde og politisamarbejdet.
 
For bedre at nå disse mål på så følsomme områder er gensidig tillid mellem og aktiv deltagelse af EU-institutionerne, medlemsstaterne og de europæiske borgere af afgørende betydning. LIBE-Udvalget vil for sin del gøre sit yderste for at opbygge en frugtbar dialog med alle disse vigtige aktører, således at målene i traktaterne og charteret om grundlæggende rettigheder fuldt ud kan nås.
