World Refugee Day  

The UN General Assembly, on 4 December 2000, adopted resolution 55/76 where it noted that 2001 marked the 50th anniversary of the 1951 Convention relating to the Status of Refugees. The European Parliament adopted during the June Plenary Session the last legislative documents that complete the revision of the EU Asylum Legislation. Thanks to the new rules, the European standards are aligned on the best practices.

 
Press Conferences on Asylum and Schengen, Wednesday 12 June 2013, Strasbourg

On Wednesday, 12 June 2013 in Strasbourg, Room Louise Weiss (LOW) N -1/201 a Press Conference on Asylum and Schengen is organised. The LIBE Chairman, the rapporteurs on the respective dossiers as well as Commissioner Malmström are expected to take the floor.

Interparliamentary meeting on the Stockholm Programme  

The Committee on Civil Liberties, Justice and Home Affairs and the Committee on Legal Affairs invited the members of National Parliaments to an Interparliamentary committee meeting on "the Stockholm Programme: State of play regarding police and judicial cooperation in civil and criminal matters" which will take place on 20 June from 9.00 - 18.30 in room JAN 2Q2. The four sessions of the Interparliamentary meeting will be dedicated to police cooperation, judicial cooperation in criminal matters, judicial cooperation in civil matters and tools for the effective development of a European judicial culture.

On 10.06.2013 LIBE adopted the Recommendations for early second reading agreements between the European Parliament and the Council on the Dublin Regulation, rapporteur Cecilia WIKSTRÖM (ALDE, SE), the Reception Conditions Directive, rapporteur Antonio MASIP HIDALGO (S&D, ES) and the Asylum Procedures Directive, rapporteur Sylvie GUILLAUME (S&D, FR). This marks the accomplishment of the last part of the so-called Asylum Package at LIBE-level. The Common European Asylum System starts off and Asylum standards will be aligned and upgraded in the EU as well as the Establishment of an evaluation mechanism to verify application of the Schengen acquis, rapporteur Carlos COELHO (EPP, PT).

Adoption of draft report on Judicial cooperation in criminal matters: combating attacks against information systems (2010/0273(COD)), rapporteur Monika HOHLMEIER (EPP, DE) after a first reading agreement between the European Parliament and the Council. The main points of the new instrument are: further legislative clarification of cyber crimes, harmonisation of penalties, tackling botnets, prevention, and the issue of dual-use tools.

Η Επιτροπή Πολιτικών Ελευθεριών, Δικαιοσύνης και Εσωτερικών Υποθέσεων (LIBE) είναι αρμόδια για το μεγαλύτερο μέρος της νομοθεσίας και του δημοκρατικού ελέγχου των πολιτικών που συνδέονται με τη μετατροπή της Ευρωπαϊκής Ένωσης σε έναν χώρο ελευθερίας, ασφάλειας και δικαιοσύνης (ΧΕΑΔ) (άρθρο 3 ΣΕΕ). Οι συγκεκριμένες πολιτικές είναι συνυφασμένες με την εφαρμογή του Χάρτη των Θεμελιωδών Δικαιωμάτων εντός της ΕΕ και με την ενίσχυση της ευρωπαϊκής ιθαγένειας.
 
Η Ευρωπαϊκή Ένωση ασκεί το έργο της στο συγκεκριμένο τομέα  με την κοινή δέσμευση των κρατών μελών, των εθνικών τους κοινοβουλίων, των δικαστικών αρχών και της κοινωνίας των πολιτών. Κατά συνέπεια, ο χώρος ελευθερίας, ασφάλειας και δικαιοσύνης θα μπορούσε να καταστεί ο πυρήνας της νέας έννομης τάξης της ΕΕ ύστερα από την έγκριση της Συνθήκης της Λισαβόνας, στο πλαίσιο όμως του πλήρους σεβασμού των εθνικών έννομων τάξεων (άρθρο 67 της ΣΛΕΕ).
 
Για να υλοποιηθούν αυτοί οι στόχοι, έχει εγκριθεί μια πολυετής στρατηγική (το αποκαλούμενο "πρόγραμμα της Στοκχόλμης" για την περίοδο 2010-2014) που έθεσε διάφορους στρατηγικούς νομοθετικούς και επιχειρησιακούς στόχους, οι οποίοι αφορούν κυρίως, αλλά όχι αποκλειστικά, την ιθαγένεια, τη διαφάνεια, την προστασία των δεδομένων, την καταπολέμηση των διακρίσεων, τη διασφάλιση της ελεύθερης κυκλοφορίας, τον συνοριακό έλεγχο, τη μετανάστευση, το άσυλο, τη δικαστική και αστυνομική συνεργασία.
 
Για την καλύτερη επίτευξη των στόχων σε αυτούς τους τόσο ευαίσθητους τομείς, ουσιαστικά στοιχεία αποτελούν η αμοιβαία εμπιστοσύνη και η ενεργός συμμετοχή των θεσμικών οργάνων της ΕΕ, των κρατών μελών και των ευρωπαίων πολιτών. Σε ό,τι την αφορά, η επιτροπή LIBE θα κάνει ό,τι είναι δυνατόν για να οικοδομήσει έναν καρποφόρο διάλογο με όλα αυτά τα σημαντικά ενδιαφερόμενα μέρη, προκειμένου να επιτευχθούν πλήρως οι στόχοι των συνθηκών και του Χάρτη των Θεμελιωδών Δικαιωμάτων.
