On 28 May 2015, the Committee on Foreign Affairs, jointly with its Subcommittees on Human Rights and Security and Defence, held an exchange of Views with Habib Essid, Head of Government of Tunisia. Members discussed with Mr Essid the political and economic situation in Tunisia as well as its future expectations for EU-Tunisia relations and the neighbourhood policy.

AFET Chair Elmar Brok noted that "the Parliament has always stood by Tunisia since the beginning of the revolution in 2011 and has supported its democractic transition. The European Parliament remains committed to supporting Tunisia in the consolidation of its democratic institutions."

He emphasised that "the role of Tunisia in the current context in the Mediterranean is pivotal. Tunisia is now hosting more than 1 million refugees from Libya, which illustrates the generosity and empathy of the Tunisian people."

He also stressed the timeliness of the visit, noting that "EU is in the process of reviewing its European Neighbourhood Policy. The Parliament's rapporteur, Mr Kukan and AFET Members think that the new policy should be tailor-made and flexible. The EU should show its support by facilitating Tunisia's participation in EU programmes, especially Horizon 2020, COSME, and Erasmus".

International Red Cross chief Peter Maurer participates in a joint AFET-DEVE meeting

Peter Maurer, President of the International Committee of the Red Cross (ICRC), participated in a joint AFET-DEVE meeting on Tuesday, 26May. The President of the Red Cross presented the main challenges humanitarian organisations are currently facing, such as the increasing number of crisis and their regional scope. President Maurer stated that never since World War II had the refugee and IDPs population been so big. President Maurer and MEPs discussed the gravity of the current situation where, contrary to the previous temporary displacements of people, nowadays health, water and sanitation systems are falling apart in many regions around the world.

The ICRC Chief deplored that the response of the international community has, so far, not been fit to the magnitude of the challenge and invited Members to think about the need to rebalance the shares of humanitarian and development assistance with a bigger focus on the latter in order to increase resilience in societies and address the problems at their root causes instead of continue financing mitigation measures. Chairman Brok addressed the need to make compatible the neutrality of humanitarian organisations with donor visibility.

On 26 May Members of the Committee on Foreign Affairs met the President of the Central African Republic, Catherine Samba-Panza. This timely exchange of views took place after the conclusion of the Bangui Forum and the signature by armed forces and the transitional government of an agreement for demilitarisation, demobilisation and reintegration of combatants. On the same day AFET debated also with Peter Maurer, President of the International Committee of the Red Cross.

Fee-Free Visa for Young East European Neighbours

Representatives of the Foreign Affairs and Defence Committees of the European Parliament and of EU National Parliaments met in Brussels on Tuesday to discuss the latest developments in the European neighbourhood. They highlighted that promoting people to people contacts is an essential element of confidence building for a more secure and stable neighbourhood, stressing in particular the key role of young people.

The Chair of Foreign Affairs Committee of the European Parliament, Elmar Brok, emphasised: 'young generations are the future of Europe and we should make sure that they can actively contribute to good relations between the EU, its eastern neighbours and Russia. Our doors and our minds must remain open to such a dialogue'. 

Brok and his colleagues from AFET and national parliaments called on Member States and the EU institutions to swiftly implement measures to introduce fee-free visa for travel to the EU in the summer period for students and young people from Eastern Partnership countries and Russia in order to promote dialogue and exchanges among them and with European youth.  

The Foreign Affairs Committee of the European Parliament meets regularly with the foreign affairs and defence committees of national parliaments in order to strengthen the cooperation and exchange among parliaments on major foreign policy issues. The main topics discussed at the latest meeting were the review of the European Neighbourhood Policy, the preparations for the June European Council on defence and the political and security situation in Libya.

Still much to be done, CAR president tells foreign affairs committee

"The Central African Republic is doing much better. There is a clear improvement even if it is still very fragile," CAR's interim president, Catherine Samba-Panza, told foreign affairs MEPs on Tuesday. CAR still needs the EU's "multi-dimensional aid", she stressed, calling on member states to redouble their efforts to help the CAR meet its electoral, budgetary and security challenges. EU needs to earmark money to withstand Russia, say Foreign Affairs MEPs

As a return to "business as usual" with Russia is now out of the question, the EU should earmark specific funding to counter its propaganda and infiltration of EU politics and support independence movements there, say Foreign Affairs Committee MEPs in a resolution voted on Monday. EU countries should refrain from doing bilateral deals with Russia and step up their own collective efforts to withstand it, whilst retaining a return to cooperation with Russia as a long-term goal, they add. Turkey must put democracy and fundamental rights first, foreign affairs MEPs say

Turkey must do more to fight corruption and enforce respect for media freedom, free expression and judicial independence, said Foreign Affairs Committee MEPs on Monday. In a resolution on the progress of reform in Turkey in 2014, MEPs also urge the EU to back Turkey’s efforts to build solid, democratic institutions and ensure respect for fundamental freedoms, human rights and the rule of law. Russia has transformed Black Sea military landscape, say foreign affairs MEPs

If Russia does not apply the Minsk ceasefire deals in full and return Crimea to Ukraine, the EU should step up sanctions and consider the possibility of providing Ukraine with defensive arms, say Foreign Affairs Committee MEPs in a resolution voted on Monday. Returning Crimea is vital to the EU’s long-run cooperation with Russia and EU countries must also step up their own defence capabilities, says the text, which looks at Black Sea Basin military changes since Russia illegally annexed Crimea. Καλωσορίσατε στην ιστοσελίδα της Επιτροπής Εξωτερικών Υποθέσεων του Ευρωπαϊκού Κοινοβουλίου, ενός βασικού φορέα χάραξης και εφαρμογής της εξωτερικής πολιτικής της ΕΕ. Εμείς αποφασίζουμε για τον τρόπο χρησιμοποίησης των ευρωπαϊκών κονδυλίων, προκειμένου να προωθηθούν στο εξωτερικό τα συμφέροντα και οι αξίες της ΕΕ, και, μέσω της εποπτείας που ασκούμε στη διαδικασία διεύρυνσης, καθορίζουμε τη μελλοντική διαμόρφωση της Ένωσης. Ζητείται η στήριξή μας για κάθε διεθνή συμφωνία που προσδιορίζει τον ρόλο της ΕΕ στον ευρύτερο κόσμο, ιδίως δε για τις συμφωνίες σύνδεσης και τις συμφωνίες-πλαίσια τις οποίες συνάπτει η Ένωση με το ευρύ φάσμα των παγκόσμιων εταίρων μας. Επιπλέον, η επιτροπή παρακολουθεί στενά τις επιδόσεις των άλλων θεσμικών οργάνων της ΕΕ, και ειδικότερα της Ευρωπαϊκής Επιτροπής και της Ευρωπαϊκής Υπηρεσίας Εξωτερικής Δράσης, προκειμένου να διασφαλίσει ότι τα συμφέροντα των λαών της Ευρώπης βρίσκονται πάντοτε στην πρώτη γραμμή της εξωτερικής μας πολιτικής. Συμμετέχουμε επίσης ενεργά στην εγκαθίδρυση και βελτίωση των σχέσεων με τους βασικούς μας συμμάχους διαμέσου της κοινοβουλευτικής δημοκρατίας.Μέσω των μακροχρόνιων αυτών σχέσεων, συμβάλλουμε στην ανάπτυξη παγκόσμιων προτύπων και κανόνων και διασφαλίζουμε ότι η νομοθεσία της ΕΕ διαμορφώνεται κατά τρόπο που της επιτρέπει την καλή ενσωμάτωσή της στην παγκόσμια τάξη.
