Next Committee Meeting (24 June): French Minister, Budget 2014 and 'Beyond 2015'

Pascal Canfin, French minister delegate for development cooperation will exchange with Members of the Development committee at its meeting on Monday, 24.6.2013, starting at 15:00.  The committee will also discuss the EU Budget for 2014 and the report of the High Level Panel on the Post 2015 Development Agenda. Votes will be on biofuels, corruption and a fisheries agreement with Kiribati.

EP adopts Reports on Post 2015 Development Goals and Revised Cotonou Agreement

Based on a report for the Development committee by MEP Filip Kaczmarek (EPP), plenary adopted on Thursday 13 June a resolution on new development goals after 2015 when the Millennium Development Goals (MDGs) expire. Plenary also adopted a report by MEP Michael Cashman (S&D) thereby giving Parliament's assent to a revision of the Cotonou Agreement between the EU and African, Caribbean and Pacific countries while urging the signatories to reinforce the article on non-discrimination in a future treaty revision foreseen for 2015 and to insist on binding and non-negotiable human rights clauses. Cashman pointed out that 38 ACP countries criminalize homosexuality.

DEVE issues in plenary: transparency in extractives, EEAS, Mali

Next to the Development Committee reports by MEPs F. Kaczmarek and M. Cashman, adopted by Plenary on 13 June, some other items of the June plenary meeting had prepared in part by the development committee: 
 
On 12 June Parliament adopted landmark legislation increasing transparency of financial flows in the extractive and forestry industries. Development committee draftsperson Fiona Hall underlined that "oil, gas and mineral exports from Africa are worth nearly USD 400 billion a year, nine times as much as the continent receives in development aid (…) Public information means public empowerment. If you know just how much income your government has received, then you can question where it has been spent. But this legislation is just a first step. Reporting needs to be extended to all sectors".
 
Plenary also discussed reconstruction and development of Mali and adopted a resolution, based on a text that had been tabled jointly by the Development and the Foreign Affairs committees. The resolution welcomes the outcome of the recent donors conference for Mali and the support pledged to Mali's 'Plan for the Sustainable Recovery' and calls on the EU to adjust its Sahel strategy and to better integrate security and development pillars of the strategy.
 
The plenary took also stock of achievements and short-comings in setting up the EU's External Action Service - the Development committee had tabled an Opinion under the responsibility of MEP Birgit Schnieber-Jastram.

Latest Studies: Fragile States & MDGs and beyond 2015

EU Development Cooperation in Fragile States: This study, which was requested by the EP Committee on Development and finalized in April 2013, analyses the strengths and weaknesses of current EU engagement in fragile states, and in particular its support to conflict prevention and periods of transition.
 
Millennium Development Goals and beyond 2015: This study was provided upon request of the Committee on Development and helped to define the EP position on the post-2015 development agenda (Kaczmarek report).

Mali: MEPs back financial commitment for reconstruction and democracy

MEPs welcomed the results of the Mali donors conference but insisted on respect for the rule of law and human rights during their discussion on Thursday with the acting president, Dioncounda Traoré. Members of the security and defence, foreign affairs and development committees also stressed the need to establish genuine democracy and decentralisation.

Επιτροπή αρμόδια για:
1.   την προώθηση, την εφαρμογή και τον έλεγχο της πολιτικής ανάπτυξης και συνεργασίας της Ένωσης, και ιδίως:
α)   τον πολιτικό διάλογο με τις αναπτυσσόμενες χώρες, τόσο σε διμερές επίπεδο όσο και σε συνάρτηση με τους αρμόδιους διεθνείς οργανισμούς και διακοινοβουλευτικά φόρα,
β)   τη βοήθεια στις αναπτυσσόμενες χώρες και τη σύναψη συμφωνιών συνεργασίας με αυτές,
γ)   την προώθηση των δημοκρατικών αξιών, της χρηστής διακυβέρνησης και των ανθρωπίνων δικαιωμάτων στις αναπτυσσόμενες χώρες·
2.   ζητήματα που αφορούν τις συμφωνίες εταιρικής σχέσης ΑΚΕ-ΕΕ και τις σχέσεις με τους αρμόδιους φορείς·
3.   τη συμμετοχή του Κοινοβουλίου σε αποστολές παρακολούθησης εκλογών, εφόσον απαιτείται σε συνεργασία με άλλες αρμόδιες επιτροπές και αντιπροσωπείες.
Η επιτροπή συντονίζει τις εργασίες των διακοινοβουλευτικών αντιπροσωπειών και αντιπροσωπειών ad hoc που εμπίπτουν στην αρμοδιότητά της.

Γεια σας και καλωσορίσατε. Το όνομά μου είναι Eva Joly. Είμαι πράσινη ευρωβουλευτής από τη Γαλλία και πρόεδρος της Επιτροπής Ανάπτυξης του Ευρωπαϊκού Κοινοβουλίου.
 
Περισσότεροι από ένα δισεκατομμύριο άνθρωποι σε ολόκληρο τον κόσμο ζουν σε συνθήκες έσχατης ένδειας. Πολλοί περισσότεροι αντιμετωπίζουν την πείνα και την αρρώστια ή δεν έχουν πρόσβαση σε υγειονομική περίθαλψη ή εκπαίδευση. Και, όλο και περισσότερο, οι άνθρωποι στις φτωχές χώρες αντιμετωπίζουν τις ολέθριες επιπτώσεις της αλλαγής του κλίματος.
 
Οι πολίτες της Ευρώπης πιστεύουν ακράδαντα ότι η ΕΕ έχει καθήκον να θέσει τέρμα στη φτώχεια και στη δυστυχία σε ένα κόσμο στον οποίο υπάρχουν αρκετά για όλους, εάν μοιραστούν δίκαια. Οι περισσότεροι Ευρωπαίοι είναι, όπως εγώ, υπερήφανοι που η Ευρώπη δίνει στην ανάπτυξη περισσότερα από οποιοδήποτε άλλο - δισεκατομμύρια ευρώ κάθε χρόνο.
 
Είναι καθήκον μου – και καθήκον των μελών της Επιτροπής Ανάπτυξης – να εξασφαλίσουμε ότι η ΕΕ κάνει ότι περισσότερο μπορεί για να βοηθήσει αυτούς που χρειάζονται τη βοήθειά μας. Και να εξασφαλίσουμε ότι ξοδεύουμε συνετά τα χρήματά μας στο εξωτερικό.
 
Τι κάνουμε λοιπόν; Βοηθάμε στη κατάρτιση του προϋπολογισμού. Παρακολουθούμε στενά την Ευρωπαϊκή Επιτροπή και κάθε άλλον που υλοποιεί τις αναπτυξιακές πολιτικές της Ευρώπης και διαχειρίζεται την ανθρωπιστική βοήθεια. Και, μαζί με τα κράτη μέλη της ΕΕ, ετοιμάζουμε τους νόμους που πλαισιώνουν τις αναπτυξιακές δραστηριότητές μας.
 
Συναντιόμαστε επίσης συχνά για να συζητήσουμε με πολιτικούς και εμπειρογνώμονες από ολόκληρο τον κόσμο για την επιτόπια κατάσταση και για το τι πραγματικά χρειάζεται. Και όταν μπορούμε πηγαίνουμε και βλέπουμε τα πράγματα οι ίδιοι, σε τόπους όπως η Γάζα, η Αϊτή και το Νεπάλ.
