A committee is permitted to organise a hearing with experts, where this is considered essential to its work on a particular subject. Hearings can also be held jointly by two or more committees. Most committees organise regular hearings, as they allow them to hear from experts and hold discussions on the key issues. On 11 October, a joint ENVI/AGRI public hearing was held on "The Monsanto papers and glyphosate”. Glyphosate is a widely used, but highly controversial plant protection product and the active substance in Monsanto's weed killer Roundup. EFSA and ECHA concluded that glyphosate is safe, while the International Agency for Research on Cancer classified it as “probably carcinogenic to humans”. (Read more)

On 25 April, the ENVI Committee held a Public Hearing on Added benefits of the EU on the environment, public health and food safety. On 11 April 2017, the JURI and ENVI Comittees held a public hearing on the implementation of the Environmental Liability Directive (ELD). The ELD entered into force on 30 April 2004. The EU Member States had three years to transpose the Directive in domestic law. The transposition of ELD was completed by July 2010. On 30 January, the ENVI committee held a public hearing on “Meeting the EU’s 2030 emission reduction targets: the role of the land use and forestry sectors”. The aim of the hearing was to feed into the work of the committee on the LULUCF legislative proposal, which requires that the land use and forestry sectors also contribute to meeting the EU's 2030 emission reduction targets. In September 2015, ENVI adopted its position on the Commission proposal of January 2014 on the reduction of pollutant emissions from road vehicles. A key feature of ENVI's position is that test procedures for certain pollutant emissions should reflect real driving conditions, a timely response given the revelation of Volkswagen's use of defeat devices in laboratory emissions testing. The European Commission presented in July 2015 a legislative proposal to revise the EU emissions trading system for the period after 2020. The reform is the first step in delivering on the EU's target to reduce greenhouse gas emissions by at least 40% domestically by 2030 in line with the 2030 climate and energy policy framework and as part of its contribution to the new global climate deal. The proposal will be analysed by several experts and discussed with the Members of the ENVI Committee. (Read more)
