On 31 January 2018, the European Commission published its proposal for a “Regulation on health technology assessment” (HTA). The proposal aims to consolidate cooperation among Member States for assessing health technologies. It covers new medicines and certain new medical devices. The proposal addresses amongst others, fragmented approaches from HTA agencies, which may have a negative effect on R&D investment in Europe.

ENVI draft report welcomes the proposal, as a further step towards closer EU integration, in an area as important as health, while recalling the fundamental aim of the proposal, which is to introduce joint clinical assessment of health technologies at EU level. Inter alia, the rapporteur states that there are serious concerns about the growing difficulties faced by European citizens in accessing suitable treatment in the EU, whether because of the price, the non-availability of a treatment or the quality of new products. Those concerns are shared by the European Parliament, which drew up an own-initiative report on measures to improve access to medicines.
