A committee is permitted to organise a hearing with experts, where this is considered essential to its work on a particular subject. Hearings can also be held jointly by two or more committees. Most committees organise regular hearings, as they allow them to hear from experts and hold discussions on the key issues. Parties to the Paris Agreement are invited to communicate, by 2020, their mid-century, long-term low GHG emission development strategies. The Energy Governance Union Regulation also provides that the Commission adopts a proposal for a Union long-term strategy for greenhouse gas emissions reduction in accordance with the Paris Agreement which includes a scenario on achieving net zero greenhouse gas emissions within the Union by 2050 and negative emissions thereafter.

ENVI is also currently working on a draft motion for resolution which will be adopted in ENVI on 20 February. The hearing and resolution will launch the EP debate on the Commission Communication, the proposed pathways as well as the necessary steps to be taken on the Union and national levels in the coming months.
