Tough debate with multinational companies on corporate tax practices

MEPs grilled eleven multinational companies on their corporate tax practices in a five-hour debate with the Special Committee on Tax Rulings on Monday. These companies had declined the committee’s first invitation to appear before it, but later changed their minds and accepted its last chance invitation. Of the 13 original invitees, only Fiat Chrysler and Walmart declined the final invitation. The meeting started with a minute of silence for the victims of the Paris terrorist attacks. (Read more)

Mandatory exchange of tax rulings proposal: a "missed opportunity” say MEPs

The EU Commission proposal to make it mandatory for EU member states to exchange information on their tax rulings received only a lukewarm welcome in Parliament’s Economic and Monetary Affairs Committee on Tuesday. However, the report by Markus Ferber (EPP, DE), voicing dismay at the directive’s limited scope and late entry into force, has already been overtaken by last week's ECOFIN Council deal, which watered down the Commission proposal even further. Corporate taxation system has reached its limits, say ministers and MEPs

Tax competition as such cannot be avoided, but today’s system has reached its limits and led to unwanted side effects. Small firms should not have to bear the tax burden of multinationals that pay very little. Action is needed to harmonise corporate tax practices across Europe, so as to make tax competition clearer and fairer. This was the key sentiment voiced at Tuesday’s meeting of the Special Committee on Tax Rulings with finance ministers from Luxembourg, Italy, France, Spain and Germany. (Read more)


Juncker to MEPs on current corporate tax rules: "We should create some order!"

"The current system of corporate tax rules is unfit for purpose and unjust. Some companies are losing out, whereas others win by hiding behind a variety of national rules", Commission President Jean Claude Juncker told MEPs at a joint meeting of the committees for Tax Rulings and for Economic and Monetary Affairs on Thursday. MEPs regret that multinationals are “unable” to meet the Tax Rulings Committee

MEPs regret that multinationals – the usual beneficiaries of tax rulings – seem unable to find time to discuss their tax practices in public before the European Parliament’s Tax Rulings Committee, despite its best efforts to accommodate them, they said on Tuesday. Tax: warm welcome for whistleblowers and investigative journalists

"Whistleblowers should receive protection when they reveal behaviour that goes against the public interest and not only when they reveal illegal activities. There should also be more openness about tax rulings and similar arrangements and countries which defraud other countries should be sanctioned", suggested Richard Brooks of the International Consortium of Investigative Journalists in a hearing with Parliament's Special Tax Rulings Committee on Monday.
