EU Data Protection Reform - Seminar for journalists 14-15 May 2013, Room PHS 4B001

The EP Press Service is holding a seminar for journalists on 14-15.05.13 on the data protection reform of the EU, aiming to provide an overview of the ongoing legislative process following the Commission's proposals to update existing legislation. Journalists will have the opportunity to discuss with Members of the European Parliament, Commission and Council representatives and stakeholders.

Study on the Protection of Personal Data in Work-related Relations

This study looks at the possibilities to complement the general data protection framework with specific rules for employment relations. Data protection in employment relations clearly touches on labour law. The study evaluates the application of the existing general data protection framework in employment relations and considers possible options to improve it.

LIBE delegation to Sweden  
LIBE delegation on the Swedish Judicial System and Asylum Procedures - 2-3.05.2013

LIBE held a delegation on the Swedish Judicial System and on the Swedish Asylum Procedures, with a special focus on Unaccompanied Minors, in Stockholm, Sweden, on 2-3 May. The purpose of this delegation was to gather information and observe best practices in specific areas of the Swedish Judicial System and the Asylum Procedures.

LIBE delegation to the EU Agency for large-scale IT systems – 29-30.04.2013

A LIBE delegation to the European Agency for the operational management of large-scale IT systems in the area of freedom, security and justice in Tallinn, Estonia, took place on 29-30 April. The delegation focused on all issues related to the setting-up of the agency in Tallinn, its work programme, administration and budget and also related activities of Estonia.

Civil Liberties Committee makes it easier to confiscate crooks' assets EU wide

Draft rules to make it easier for national authorities to freeze and confiscate criminals' assets across the EU were beefed up by the Civil Liberties Committee on Tuesday. However, MEPs also sought to safeguard the right to a fair trial. They also called upon member states to use confiscated assets to fight crime and for social projects. The draft law, which must still be negotiated with national governments, is part of a broader EU strategy to fight fraud and corruption.

Civil Liberties MEPs to discuss EU data protection reform

The Civil Liberties Committee will debate on Monday and Tuesday two draft laws updating the current data protection legislation. A proposal for a regulation covering the bulk of personal data processing in the EU, both online and off-line, will be discussed from 16.45 on Monday. A draft directive, concerning data processed in criminal investigations, will be debated from 12.10 on Tuesday.

Tougher rules to prevent chemicals being diverted to illegal drug production

New rules to ensure that chemicals used in industrial processes, such as manufacturing plastics, textiles, aspirin, flu and allergy remedies, dyes and perfumes, are not diverted to the illegal production of heroin, speed or crack were adopted by the Civil Liberties Committee on Wednesday and by the International Trade Committee on Thursday.

Civil Liberties Committee rejects EU Passenger Name Record proposal

A European Commission proposal to allow the use of EU air passenger name record (PNR) data in investigating serious crime and terrorist offences was rejected by Civil Liberties Committee MEPs Wednesday, by 30 votes to 25.

MEPs back deal with Council on police access to asylum seekers’ fingerprints

Member states’ police forces and Europol would gain access to asylum seekers’ fingerprints in the Eurodac database to help them fight terrorism and serious crime, under a provisional deal between Parliament and Council endorsed by the Civil Liberties Committee on Wednesday. MEPs ensured that personal data would be duly protected and that police access would be limited to cases where there is a major public security concern.

Civil Liberties Committee backs plan to improve asylum procedures

Asylum seekers would get fairer, more uniform access to international protection across the EU under a draft law agreed by Parliament and Council representatives and endorsed by the Civil Liberties Committee on Wednesday. This draft law is one of the five acts forming the backbone of the Common European Asylum System (CEAS), to be put to a plenary vote in June.

1. la protección, dentro del territorio de la Unión Europea, de los derechos de los ciudadanos, los derechos humanos y los derechos fundamentales, incluida la protección de las minorías, establecidos en los Tratados y en la Carta de los Derechos Fundamentales de la Unión Europea;
 
2. las medidas necesarias para luchar contra toda forma de discriminación, salvo las que se basen en razones de sexo o las que se produzcan en el lugar de trabajo y en el mercado laboral;
 
3. la legislación en los sectores de la transparencia y de la protección de las personas físicas en lo que respecta al tratamiento de los datos de carácter personal;
 
4. el establecimiento y el desarrollo de un espacio de libertad, seguridad y justicia, en particular:
a)    las medidas referentes a la entrada y a la circulación de personas, al asilo y a la migración,
b)    las medidas referentes a una gestión integrada de las fronteras exteriores,
c)    las medidas relativas a la cooperación policial y judicial en materia penal;
 
5. el Observatorio Europeo de las Drogas y las Toxicomanías y la Agencia de los Derechos Fundamentales de la Unión Europea, EUROPOL, EUROJUST, CEPOL y otros órganos y agencias del mismo sector;
 
6. la determinación de un riesgo claro de violación grave por un Estado miembro de los principios comunes a los Estados miembros.

La Comisión de Libertades Civiles, Justicia y Asuntos de Interior es responsable de la mayor parte de la legislación y supervisión democrática de las políticas relacionadas con la transformación de la Unión Europea en un espacio de libertad, seguridad y justicia (artículo 3 del Tratado UE). Estas políticas están íntimamente relacionadas con la aplicación de la Carta de los Derechos Fundamentales en el territorio de la UE y con el fortalecimiento de la ciudadanía europea.
 
La Unión Europea desarrolla su actividad en este ámbito apoyándose en el compromiso común de los Estados miembros, sus Parlamentos nacionales, sus poderes judiciales y sus sociedades civiles. Gracias a él, el espacio de libertad, seguridad y justicia ha podido convertirse en el núcleo de un nuevo orden jurídico de la UE después de la entrada en vigor del Tratado de Lisboa, respetándose plenamente, al mismo tiempo, el ordenamiento jurídico nacional (artículo 67 del Tratado de Funcionamiento de la UE).
 
Para lograr estos objetivos se ha adoptado una estrategia plurianual (el denominado «Programa de Estocolmo» para el período 2010-2014) en la que se establecen diversos objetivos legislativos y operativos estratégicos relacionados en particular, aunque no de manera exclusiva, con la ciudadanía, la transparencia, la lucha contra la discriminación, la garantía de la libertad de circulación, el control de las fronteras, la migración, el asilo y la cooperación judicial y policial.
