La remisión de un texto legislativo o no legislativo a una comisión, para opinión, se efectúa habitualmente al inicio de un procedimiento en el Parlamento Europeo. Para los textos legislativos, las opiniones se presentan en forma de enmiendas propuestas al proyecto de informe presentado por la comisión competente para el fondo, acompañadas de breves justificaciones, si procede. Para los textos no legislativos, las opiniones se presentan en forma de sugerencias para determinadas partes del texto. La comisión vota entonces los proyectos de opinión antes de remitirlos a la comisión encargada de redactar el informe. En esta página se muestran los proyectos de opinión antes de que se voten.
