The European Commission should have more control over fiscal policy in EU Member States, but not the free rein it asked for, says the Economic and Monetary Affairs Committee in texts, voted on Monday, stating a position on the economic governance "two pack". This increased power must be democratically controlled and serve to spur economic growth, MEPs say.

The use of a common consolidated corporate tax base should be compulsory said the Economic and Monetary Affairs Committee on Wednesday, in a vote outlining its position on legislation proposed by the Commission in 2011. The Commission proposed a voluntary scheme.

Any taxation of the financial sector must be based on the financial transaction tax model proposed by the Commission and Member States should not attempt to use "B or C plans", Taxation Commissioner Algirdas Semeta told the Economic and Monetary Affairs Committee on Tuesday. Euroopa Parlament on oluline Euroopa poliitiliste eesmärkide väljatöötaja ning majandus- ja rahanduskomisjon (ECON) täidab parlamendi töös võtmerolli. Majandus- ja rahanduskomisjoni vastusalasse kuuluvad sellised valdkonnad nagu ELi majandus- ja rahanduspoliitika, maksundus- ja konkurentsipoliitika, kapitali vaba liikumine ja finantsteenuste reguleerimine (pangad, kindlustus, pensionifondid, varade/fondide valitsemine, raamatupidamine, rahvusvahelised rahandus- ja finantssüsteemid jms). Kuna parlamendi põhitöö toimub komisjonides, tehakse suurem osa parlamentaarsest tööst neis tähtsates majandus- ja rahanduspoliitika valdkondades just selles komisjonis. Majandus- ja rahanduskomisjonil on seega praeguse majandus- ja finantskriisi ajal parlamendi töös keskne roll ning ta mõjutab oluliselt poliitilist tegevuskava ELis ja rahvusvahelisel tasandil.
 
Liidu rahapoliitikat, majandus- ja rahaliidu ning Euroopa rahasüsteemi toimimist arvestades on väga oluline, et Euroopa Keskpangal on aruandekohustus Euroopa Parlamendi ees, sest see on vastukaaluks keskpanga sõltumatusele.
 
Majandus- ja rahanduskomisjonil on võtmeroll ELi õigusaktide vastuvõtmisel, sest koos nõukoguga on parlament ELi kaasseadusandja enamikus ELi poliitikavaldkondades. ELi õigusaktidega määratakse tihtipeale kindlaks seadused ja õigusnormid liikmesriikides, eelkõige finantsteenuste ja pärast Lissaboni lepingu jõustumist ka majanduse juhtimise alal. See annab majandus- ja rahanduskomisjoni liikmetele võimaluse kujundada ELi õigust neis olulistes poliitikavaldkondades.
