Clean Vehicles Directive

On 8 November 2017, the Commission as part of the second Clean Mobility Package, proposed a revision of the Directive 2009/33/EC on the promotion of clean and energy efficient road transport vehicles (the Clean Vehicles Directive). The proposal, which aimed to promote clean mobility solutions in public procurement tenders, is in line with the European Commission's Energy Union strategy, which foresees actions on the further decarbonisation of road transport.

The Commission's Clean Vehicles Directive proposal aimed to overcome several serious shortcomings identified in Directive 2009/33/EC and to increase the market uptake of clean, i.e. low- and zero-emission vehicles. The proposal also supported better alignment, and hence greater market impact of, public procurement policies in Member States.

An agreement was reached by the co-legislators during the second trilogue on 11 February 2019. The agreed text includes new definitions of 'clean vehicle', based on CO2 emission standards for light-duty vehicles and on the use of alternative fuels for heavy-duty vehicles.

The final act was published in the Official Journal on 12 July 2019. Member States must transpose it to national law by 2 August 2021.
