ETS Market stability reserve - Study

This report summarises the presentations and discussions during the workshop on the ETS Market Stability Reserve (MSR), held on the 5th November 2014. The aim of the workshop was to allow an exchange of views between MEPs, the European Commission, stakeholders from energy and industry sectors and NGOs on the need to intervene in the EU ETS in order to address the current oversupply of allowances that are undermining the effectiveness of the policy instrument. There was a general consensus amongst all participants for greater supply-side flexibility of allowances in the EU ETS with the majority of speakers arguing in favour of an earlier implementation date for the MSR and the prevention of backloaded allowances from re-entering the market before 2020 to create a
stronger and more stable price signal for low carbon investments. This document was provided by Policy Department A for the Committee on the Environment, Public Health and Food Safety.

Soutenir la transition vers des biocarburants avancés

Un projet législatif visant à plafonner la production de biocarburants traditionnels et accélérer la transition vers d'autres sources, comme les algues ou les déchets, a été approuvé en commission de l'environnement ce mardi. Il vise à réduire les émissions de gaz à effet de serre qui résultent de l'utilisation croissante de terres agricoles afin de produire des biocarburants. (Lire la suite)

SEQE: la commission de l'environnement pour la réserve de stabilité du marché

Un projet législatif visant à réformer le système d'échange de quotas d'émission de l'UE (SEQE), en réduisant le surplus de crédits carbone disponibles dans le but de soutenir les prix, a été adopté en commission de l'environnement lors d'un vote ce mardi. Les députés ont demandé une introduction rapide du mécanisme, d'ici fin 2018, et ont proposé d'empêcher le retour automatique sur le marché, à partir de 2019, d'une partie des quotas "reportés" l'an dernier lors d'un vote distinct.
