Next AFET Meeting

The next meeting of the Committee on Foreign Affairs will take place on 3 and 4 November. The meeting on 3 November from 15:00-18:30 and on 4 November from 09:00-12:30 will be held in room József Antall (JAN 2Q2). The meeting on 4 November will start at 15:30 in room József Antall (JAN 4Q1).

Ukraine elections. Meeting with Colombian President

The Committee on Foreign Affairs will discuss the general elections in Ukraine with the Head of the EP Observation Delegation to Ukraine, Andrej Plenković, on 03.11.14 in presence of Tana de Zulueta (OSCE/ODIHR). The day after, the Committee will meet Juan Manuel Santos Calderón, President of Colombia.

   
Interparliamentary conference on CFSP and CSDP in Rome

16 Members from the AFET Committee and SEDE Subcommittee will attend the Interparliamentary Conference in Rome on 5-7 November for the exchange of information and best practices in the area of CFSP and CSDP, to enable national Parliaments and the European Parliament to be fully informed when carrying out their respective roles in this policy area.

AFET Chair meets with Turkish EU Minister

The Chair of the Committee on Foreign Affairs held on Thursday, 16 October 2014, a bilateral meeting with the Minister for European Affairs of the Republic of Turkey, Mr Volkan Bozkir, on the occasion of the Minister's visit to Brussels to hold meetings with European interlocutors on the accession process of Turkey to the EU.
 
During the meeting, which took place in a very cordial atmosphere, Mr Brok and Mr Bozkir discussed the accession negotiations between Turkey and the EU and the need to provide new dynamism to the reform process in Turkey. The meeting also touched upon Turkey's peace and reconciliation negotiations with the PKK. Cooperation between Turkey and the European Union in foreign policy terms, with particular reference to the on-going conflict in Syria, the security situation in Iraq and the vast numbers of refugees from Syria in Turkey, now estimated at 1.5 million, was also at the centre of the discussion.
 
Later in the morning Minister Bozkir held an exchange of views with the Members of the Committee on Foreign Affairs on the accession process of Turkey as well as on security and stability issues in the Middle East.
 

   
Association Agreement with the Republic of Moldova

The Foreign Affairs Committee gave this morning its consent to the ratification of the Association Agreement with the Republic of Moldova, with 44 votes in favour and 3 votes against.
 
"Through such high support the Foreign Affairs Committee sends a clear and strong message to the Plenary of the European Parliament to swiftly go ahead with the ratification process and calls on the national Parliaments of the Member States who have not yet done so to proceed with their ratification process. The committee reiterated its continued and unwavering support for the progress made by Moldova in strengthening relations with the EU ahead of the Moldovan parliamentary elections taking place on 30 November" said Elmar BROK, Chairman of the Foreign Affairs Committee.
 
The European Parliament will vote on the positive recommendation by the Foreign Affairs Committee on the conclusion of the Association Agreement at its plenary session of 13 November.

The external and internal aspects of policies for combatting terrorism, radicalisation and the rising phenomenon of “foreign fighters” will be the focus of a debate between Foreign Affairs and Civil Liberties, Justice and Home Affairs committees and Jean-Paul Laborde, Executive Director of the UN Counter-Terrorism Executive Directorate (CTED) on Thursday at 11:30.

Commissioner Štefan Füle’s plan to focus on strengthening democratic institutions and public administration in EU accession candidate and potential candidate countries was welcomed by Foreign Affairs Committee MEPs on Wednesday. In a debate following the Commission’s approval of the 2014 EU enlargement package earlier the same day, many also stressed the need to communicate the concrete and visible results of the EU enlargement process better.

Ukrainian movement EuroMaidan, Congolese gynaecologist Denis Mukwege and Azerbaijani human rights activist Leyla Yunus are the three finalists for this year's European Parliament Sakharov Prize for Freedom of Thought, as voted jointly on Tuesday by the Foreign Affairs and Development committees.

Presentation and responsibilities
 
Committee responsible for the promotion, implementation and monitoring of the Union’s foreign policy as regards:
 
1.    the common foreign and security policy (CFSP) and the common security and defence policy (CSDP). In this context the committee is assisted by a subcommittee on security and defence;
 
2.    relations with other Union institutions and bodies, the UNO and other international organisations and interparliamentary assemblies for matters falling under its responsibility;
 
3.    oversight of the European External Action Service;
 
4.    the strengthening of political relations with third countries by means of comprehensive cooperation and assistance programmes or international agreements such as association and partnership agreements;
 
5.    the opening, monitoring and concluding of negotiations concerning the accession of European States to the Union;
 
6.    all legislation, programming and scrutiny of actions carried out under the European Instrument for Democracy and Human Rights, the European Neighbourhood Instrument, the Instrument for Pre-Accession Assistance, the Instrument contributing to Stability and Peace and the Partnership Instrument for cooperation with third countries, and the policies underpinning them;
 
7.    the monitoring and follow-up of, inter alia, the European Neighbourhood Policy (ENP), in particular with regard to ENP Annual Progress Reports;
 
8.    issues concerning democracy, the rule of law, human rights, including the rights of minorities, in third countries and the principles of international law. In this context the committee is assisted by a subcommittee on human rights, which should ensure coherence between all the Union’s external policies and its human rights policy. Without prejudice to the relevant rules, members from other committees and bodies with responsibilities in this field shall be invited to attend the meetings of the subcommittee.
 
9.    Parliament’s involvement in election observation missions, where appropriate in cooperation with other relevant committees and delegations;
 
 
The committee provides political oversight to, and coordinates the work of, joint parliamentary committees and parliamentary cooperation committees as well as that of the interparliamentary delegations and ad hoc delegations falling within its remit.
