Risk-preparedness in the electricity sector

The proposal for a regulation of the European Parliament and of the Council on risk-preparedness in the electricity sector has been put forward by the European Commission as part of the Clean Energy Package and repeals Directive 2005/89/EC. The proposed regulation is intrinsically linked to the proposal for a regulation on the internal market for electricity (2016/0379(COD)) and the revised ACER Regulation (2016/0378(COD)).

The proposal is motivated by recent episodes of electricity crisis in the EU which have left thousands of citizens and businesses without power, particularly in winter time. The main aims of the Commission's proposal, therefore, are the establishment of a common methodology for assessing crisis scenarios, the implementation of regular monitoring of security of electricity supply as well as pre-planned and coordinated reaction during an eventual crisis.
