Ukraine on AFET's agenda
 
Ukraine will be coming up on the agenda of the Committee on Foreign Affairs several times in the coming days. On Monday 27th May, the Committee will hold an exchange of views with M. Leonid Kozhara, Foreign Minister of Ukraine. "We want  to assess the progress made by his country in complying with benchmarks established by the European Parliament and the Council last December, also in view of the Eastern Partnership's Summit, which will take place in Vilnius next November" stated Mr Elmar Brok, chair of the committee, yesterday.
 
Before this exchange of views, the Committee will hold on Thursday 23rd May, in Strasbourg, a hearing on the recent political developments in the presence of representatives from the two major opposition parties, Batkivschyna and UDAR, and two experts with undisputable knowledge of the country, M.Thomas Markert, Secretary of the Venice Commission, and M.Mikael Lyngbo from the Danish Helsinki Committee.
 
The two leaders of Batkivschyna and UDAR, Mr Yatsenyuk and Mr Klychko, were foreseen to take part in the debate and had already provisionally confirmed their presence.
 
Unfortunately, their participation had to be cancelled, due to a change of the agenda of the Ukrainian Verkhovna Rada for the very same date. They now have to stay in Kyiv and will be replaced by other prominent members of their respective parties. "Strangely enough, the change in the agenda of the Rada was decided suddenly after the hearing had been publicised" commented Mr Brok. "However, I am sure that this hearing will provide our members with political insight into and expert analysis of the real situation in Ukraine. Furthermore Mr Yatsenyuk and Mr Klychko have agreed to come and address our committee as soon as possible".

NATO Secretary General in AFET

On 6 May the Committee on Foreign Affairs and Subcommittee on Security and Defence held an exchange of views with Anders Fogh Rasmussen. This debate was held in the presence of representatives from the National Parliaments.

High level conference on "Understanding Political Islam: Views from Within"

On 7 May 2013, the Committee on Foreign Affairs hosted a conference on "Understanding Political Islam: Views from Within". This conference provides the opportunity to establish political dialogue with Members of governments and high level representatives of the Islamist parties currently in power in Egypt, Morocco and Tunisia.

Mr Elmar BROK, Chair of the AFET Committee, met with Mr Andrew MURRISON, UK Minister for International Security, on Wednesday, 24 April, in Brussels where they exchanged views on topical EU security-related matters and in particular the reform of the European External Action Service, the future of European Defence in preparation for a European Council discussion on Defence in December 2013. In addition, Mr BROK and Minister MURRISON discussed German-British defence interests and specifically the need to build on the close cooperation between the UK and Germany in the continued use of training facilities.

MEPs welcomed the results of the Mali donors conference but insisted on respect for the rule of law and human rights during their discussion on Thursday with the acting president, Dioncounda Traoré. Members of the security and defence, foreign affairs and development committees also stressed the need to establish genuine democracy and decentralisation.

The EU should take the lead in ensuring the protection of journalists, said foreign affairs MEPs in a vote on Tuesday. The independent press, a watchdog for democracy, is suffering increasing harassment, with journalists being persecuted and imprisoned, they warn, stressing the need to combat impunity for threats and attacks against journalists.

"Soft power alone is no power at all," NATO Secretary General Anders Fogh Rasmussen told foreign affairs, security and defence MEPs and national MPs on Monday. Speaking in favour of "holding the line on defence spending" in Europe, he said Europeans must also "have the political will to use" the right capabilities. MEPs called for more cooperation between the EU and NATO in times of austerity.

Political leadership and visibility of the External Action Service could be improved if there were more coordination and synergy between it, the Commission and the Council, as was the intention when the functions of High Representative, Commission Vice-President and Foreign Affairs Council chair were merged, said foreign affairs MEPs on Tuesday in their review of the EU's new diplomatic corps two years after it was set up.

The Cuban "Ladies in White" (Damas de Blanco) protest movement was at last able to receive its European Parliament Sakharov Prize for Freedom of Thought in Brussels on Tuesday, when, over seven years later, Havana finally lifted a travel ban. The prize was presented at a special ceremony during a joint meeting of the foreign affairs, development and human rights committees, attended by European Parliament President, Martin Schulz.

1.    kopējo ārpolitiku un drošības politiku (KĀDP) un Eiropas drošības un aizsardzības politiku (EDAP) (šajā kontekstā šai komitejai palīdz drošības un aizsardzības apakškomiteja);
 
2.    attiecībām ar citām ES iestādēm un struktūrām, ANO un citām starptautiskām organizācijām un parlamentārajām asamblejām jautājumos, kas ietilpst tās kompetencē;
 
3.    politisko attiecību stiprināšanu ar trešām valstīm, it īpaši ar tām, kas atrodas tieši blakus Eiropas Savienībai, cieši ar tām sadarbojoties un īstenojot palīdzības programmas, vai noslēdzot tādus asociācijas un partnerattiecību nolīgumus;
 
4.    sarunu uzsākšanu, pārraudzību un noslēgšanu par Eiropas valstu pievienošanos Eiropas Savienībai;
 
5.    jautājumiem saistībā ar cilvēktiesībām, minoritāšu tiesību aizsardzību un demokrātisko vērtību veicināšanu trešās valstīs. Šajā kontekstā komitejai palīdz cilvēktiesību apakškomiteja. Neskarot attiecīgos noteikumus, citu šajā jomā kompetento komiteju un struktūru locekļus aicina piedalīties apakškomitejas sanāksmēs.
 
 
Komiteja koordinē apvienoto parlamentāro komiteju un parlamentāro sadarbības komiteju darbu, kā arī parlamentu sadarbības delegāciju un ad hoc delegāciju darbu, un vēlēšanu novērošanas misijas, kuras ietilpst tās kompetencē.

Jo īpaši mēs apzināmies to, ka pasaulē Eiropu un tajā mītošās tautas sadzirdēs vienīgi tad, ja mūsu teiktais izskanēs vienbalsīgi.
