CAP reform delegated acts: EP raised no objections during the April plenary session

The European Parliament during its last plenary session before the elections raised no objections to the CAP reform-related delegated acts, which were adopted by the Commission on 11 March, the Chairman of the Parliament's Agriculture Committee Paolo De Castro (S&D, IT) confirmed on Thursday.
 
"During the last plenary session in this legislature, which was by far the busiest in terms of topics discussed and number of votes, Parliament raised no objections to the ten CAP reform related delegated acts. As this is the last plenary session of the European Parliament before the elections, and that the two-month period during which MEPs may raise objections to the delegated acts expires on 11 May, the delegated acts can now be deemed as non-vetoed by the Parliament", Mr De Castro said.
 
"This concludes the work this Parliament and its Agriculture Committee has done on the reform of the EU farm policy since 2010, when we adopted the first non-legislative resolution on this topic. It was a difficult and lengthy process, but Parliament played a crucial role", Mr De Castro said.
 
"Not only have we proved that we are capable of dealing with such an extensive legislative package, we have managed, through intensive talks and tough negotiations with Member States, to improve the original text significantly and pushed the Council to accept many of our ideas. The resulting legislative texts, including the delegated acts, will thanks to the efforts of the European Parliament and its Agriculture Committee improve the situation of EU farmers and secure a stable supply of high quality food for the benefit of our consumers", Mr De Castro said.
 
"Now, at the end of this term, I would like to thank my colleagues in the Agriculture Committee and the secretariat for their hard work during this term. During this legislature, we have been consulted on five legislative texts and we have approved 23 own-initiative reports, given 52 opinions for other Committees in the House and improved 45 legislative texts. My thanks also go to the Commission and the Council for their close cooperation during the past five years", Mr. De Castro said.
 
"This is the end of one chapter, but a new one will begin on 1 July when the new Parliament convenes. Now, just five weeks before the elections, I would like to call on all EU citizens to exercise their democratic right and to cast their votes in May", Mr De Castro said.
 
Background on delegated acts
 
The Agriculture Committee during their 7 April meeting raised no objections to the ten delegated acts adopted by the Commission on 11 March, following the Commission's declaration of 2 April stating that it would amend part of the delegated act on direct payments now, and its promise to consider the revision of other elements of the delegated act, after their first year of application.
 
Delegated acts are non-legislative acts of general application that supplement or amend certain non-essential elements of a legislative act (in this case, the CAP reform regulations). The power to adopt these non-legislative acts is delegated to the European Commission (hence the term delegated acts). However, an objection from either the Parliament or the Council would prevent the delegated act from entering into force.

A deal with the EU Council of Ministers on measures to boost sales of EU farm produce within the EU and abroad and to restore consumer confidence in the event of market disruptions was approved by the Agriculture Committee on Monday.

Il-kompiti tal-Kumitat tagħna huma aktar importanti minn qatt qabel, minħabba li l-Parlament Ewropew, wara li daħal fis-seħħ it-Trattat ta' Lisbona, għandu s-setgħa ta' kodeċiżjoni dwar il-Politika Agrikola Komuni (PAK), flimkien mal-Kunsill tal-ministri tal-agrikoltura.
