The next BUDG Committee meeting will take place on Tuesday, 4 November from 9.00 to 12.00 in the room 3C050 (Paul-Henri Spaak), Brussels.

Vote on Draft Amending Budgets

At its meeting on 4 November the Committee on Budgets will proceed to an indicative vote on all pending Draft Amending Budgets (DABs) for the current year. As the adoption of these DABs is currently deadlocked at the Council, BUDG wishes to give a strong political signal to solve the outstanding problems for the current year before the Conciliation Committee for the 2015 EU Budget will convene on 6 November.

   
Hearing of Vice-President-designate of the Commission, Ms Kristalina Georgieva

On 2 October 2014 the Committee on Budgets (BUDG), together with the Committees on Budgetary Control (CONT) and on Legal Affairs (JURI) held a Joint Hearing of the Vice-President designate for Budget and Human Resources, Ms Kristalina Georgieva.
 
The hearing began with an opening statement of the Commissioner-designate outlining the main priorities in her prospective portfolio and the initiatives she considered putting forward during her mandate. Following her introductory remarks, Ms Georgieva replied to questions from Members of the three Committees. Following the hearing, Coordinators met to evaluate the Commissioner-designate. BUDG 13-10-2014 - 17:02  

Over 3,100 workers made redundant by Peugeot Citroën Automobiles (PSA) in France and crude steel producer Carsid SA Belgium are to get EU aid worth €13.5 million to help them to find or create new jobs. The European Globalisation Adjustment Fund (EGF) aid, approved by Budgets Committee MEPs on Monday, still has to be approved by Parliament as a whole and the Council of Ministers.

Over a thousand former workers at firms producing metals in Communidad Valenciana (Spain) and cars around Genk (Belgium) should get EU aid to help them find new jobs, the Budgets Committee recommended on Tuesday. The proposed European Globalisation Adjustment Fund (EGF) aid still needs to be approved by both Parliament as a whole and the Council of Ministers.

Figures detailing 2015 budget funding for the EU’s priority growth and jobs policies, education - including the EU's Erasmus+ student mobility programme - and its humanitarian and support work in war-stricken and neighbouring zones were approved by Budgets Committee MEPs on Tuesday. These figures will be put to a vote by Parliament as a whole at the October plenary session.

Extra funds should be added to the EU’s 2015 budget for growth and jobs policies, education, including the EU's Erasmus+ student mobility programme, and EU humanitarian and support work in war-stricken zones, said the Budgets Committee in votes on Monday and Tuesday. It also recommended that the European Parliament as a whole should reverse cuts sought by the Council of Ministers in planned and actual expenses.

8. għall-issorveljar u l-valutazzjoni ta' l-implimentazzjoni tal-baġit kurrenti minkejja l-Artikolu 95(1), trasferimenti ta' approprjazzjonijiet, proċeduri li għandhom x'jaqsmu ma' l-organigrammi, approprjazzjonijiet amministrattivi u opinjonijiet dwar proġetti relatati mal-bini li jkollhom implikazzjonijiet finanzjarji qawwija;
9. għar-Regolament Finanzjarju, bl-esklużjoni ta' kwistjonijiet li jkollhom x'jaqsmu ma' l-implimentazzjoni, l-amministrazzjoni u l-kontroll tal-baġit.

Merħba fil-paġna tal-Kumitat għall-Baġits tal-Parlament li hu fergħa tal-awtorità baġitarja Ewropea. Il-Kumitat għall-Baġits, li jgħodd 41 membru u l-istess numru ta' sostituti, jiddiskuti, jeżamina, jemenda u japprova, flimkien mal-Kunsill tal-Ministri, il-baġit tal-Unjoni.
 
Fl-Istati Membri tal-UE, saħansitra qabel kellhom il-funzjoni ta' leġiżlatur, il-Parlamenti twaqqfu biex jagħtu l-kunsens tagħhom għat-tassazzjoni. Min-naħa tagħha, l-Unjoni Ewropea għadha ma tistax timponi taxxa għax, sakemm tingħata r-riżorsi proprji tagħha, din il-prerogattiva hi r-responsabilità tal-Istati Membri. Madankollu, l-Unjoni Ewropea għandha baġit għad-dispożizzjoni tagħha biex tlaħħam il-politiki tagħha u tiggarantixxi l-funzjonament tajjeb tal-istituzzjonijiet tagħha.
 
Jien se niddedika l-enerġija, l-esperjenza u l-konvinzjonijiet kollha tiegħi biex il-baġit Ewropa isir kredibbli bħala strument għall-promozzjoni tat-tkabbir u l-impjiegi. F'dan ir-rigward, bi ħsiebni nuża l-okkażjoni tar-rieżami ta' nofs it-terminu tal-Qafas Finanzjarju Pluriennali bħala ċans effettiv biex dan jerġa' jiġi nnegozjat mal-Kunsill. Qed jistennewna wkoll kwistjonijiet importanti oħra, bħall-baġit taż-żona tal-euro, il-ħolqien ta' sistema ġenwina ta' riżorsi proprji jew il-problema rikorrenti tal-impenji pendenti. Il-Kumitat għall-Baġits bi ħsiebu jagħmel ħiltu kollha biex jagħti spinta u sinifikat ġodda għall-Ewropa.
