Temporary agency work: committee debate

During their meeting on 20 November 2014 in Brussels, the Employment and Social Affairs Committee discussed a report from the Commission on the application of the Directive on temporary agency work. The Committee also looked at the amendments on the opinion regarding the European Central Bank Annual report for 2013.

   
Study on Costs and Returns of Investments: Accommodation for People with Disabilities

This study has been prepared at the request of the EMPL Committee, to provide an overview of the policy measures in place to encourage and support the employment of people with disabilities and in particular: sheltered workshops; reasonable accommodations; alternative labour market policies; and Universal Design. The study provides information on developments on costs and returns of investment for these measures, detailed descriptions of the situation in six Member States (Belgium, Germany, Hungary, Spain, Sweden and the United Kingdom) and an economic analysis of selected measures. Costs and returns of investments consist of the costs associated with the intervention, their effects (the extent to which the objectives have been achieved), and their benefits (the monetary value of the effects) – this may include intangible benefits such as quality of life as well as financial returns. The study will be presented to the Members by its authors.

European Central Bank – Annual Report for 2013

On 20 November Members continued the discussion of the issue based on the 88 amendments tabled on the draft opinion of David Casa (EPP, MT). The adoption will take place during the EMPL meeting on 2 December.

Report from the Commission on Directive 2008/104/EC on temporary agency work

The purpose of this Directive is to ensure the protection of temporary agency workers and to improve the quality of temporary agency work by ensuring that the principle of equal treatment is applied to temporary agency workers, and by recognising temporary-work agencies as employers, while taking into account the need to establish a suitable framework for the use of temporary agency work with a view to contributing effectively to job creation and to the development of flexible forms of working. On 20 November the Commission presented the report reviewing Member States’ implementation of the Directive and the development since the publication of this report.
