Din id-database tinkludi d-dokumenti ta' riċerka prodotti mis-servizzi ta' riċerka differenti tal-Parlament Ewropew, b'mod partikulari l-istudji u n-noti mid-dipartimenti tematiċi, kif ukoll ir-rapporti, in-noti ta' tgħarrif u l-valutazzjonijiet mill-Unità tal-Valutazzjoni tal-Impatt, l-Unità tal-Valur Miżjud Ewropew u l-Unità tal-Valutazzjoni tal-Għażliet Xjentifiċi u Teknoloġiċi (STOA). Dipartimenti Tematiċi

Id-dipartimenti tematiċi jipprovdu firxa estensiva ta' kompetenza, inklużi studji dwar kwistjonijiet leġiżlattivi kumplessti, noti komparattivi u tgħarrif qasir ta' sfond. Jaqdu diversi skopijiet: jistgħu jikkontribwixxu direttament fil-ħidma leġiżlattiva ta' kumitat speċifiku jew iservu ta' tgħarrif għad-delegazzjonijiet tal-Membri tal-PE. Xi riċerka minn din titwettaq minn esperti esterni magħżula permezz ta' sejħiet għal offerti kompetittivi, i.e. l-akkademiċi u l-konsulenti ewlenin f'qasam speċifiku.

Valutazzjoni tal-Impatt u Valur Miżjud Ewropew

Id-Direttorat G, fi ħdan id-Direttorat Ġenerali għall-Politiki Interni tal-Parlament Ewropew, jipprovdi firxa estensiva ta' prodotti fil-qasam tal-valutazzjoni tal-impatt, kif ukoll servizzi kompletament ġodda fir-rigward tal-Valur Miżjud Ewropew u l-Prezz tan-Nuqqas ta' Intervent Ewropew. Il-Kumitati tal-PE jistgħu jikkommissjonaw diversi tipi ta' rapporti, noti ta' tgħarrif u valutazzjonijiet f'dawn l-oqsma bħala appoġġ għal ħidmithom.

Valutazzjoni tal-Għażliet Xjentifiċi u Teknoloġiċi (STOA)

L-Unità STOA tikkontribwixxi għad-dibattitu dwar kwistjonijiet xjentifiċi u teknoloġiċi strateġiċi ta' rilevanza politika u l-għażliet politiċi biex dawn jiġu affrontati permezz ta' proġetti fuq żmien li jvarja bejn il-medju u t-twil u li jkollhom natura interdixxiplinari, kif ukoll permezz ta' attivitajiet ta' informazzjoni u djalogu, li l-eżiti tagħhom ikunu rilevanti għall-Parlament tiegħu fir-rwol tiegħu ta' leġiżlatur. Ir-rapporti tagħha huma disponibbli fid-database.

Potential for Reorganization within the ITER Project to Improve Cost-Effectiveness

Sommarju : The International Thermonuclear Experimental Reactor (ITER) Project is an international scientific undertaking between seven cofinancing Parties intended to demonstrate the feasibility of nuclear fusion as a power source. Fusion for Energy (F4E) is the Domestic Agency charged with providing the EU contribution to the ITER International Organisation. ITER, and subsequently, F4E costs have increased substantially from original estimates, because of a number of internal and external drivers. While the EU has continued to affirm its support for the project, cost overruns have attracted a large amount of political questions, culminating in the capping of ITER expenditure through 2020 at 6,6 billion Euros, and have accentuated early difficulties of the F4E organisation. Beginning in 2010, a number of reforms were undertaken within F4E, including a reshuffling and reorientation of the governance and management structures, as well as significant efforts to implement cost-savings. The reforms have been widely lauded as effective and positive by stakeholders, although the inherent cost-effectiveness of F4E remains inextricably linked with the ITER project as a whole. Despite F4E’s commendable efforts, the margin to achieve the cost-savings needed to rebuild the contingency is highly limited by inherent characteristics of F4E’s operating environment. However, the study puts forward some tracks for improvements.

The Competitiveness and Innovation Framework Programme (CIP) – Peer Review

Sommarju : The study summarises the results of a peer review of the CIP and EIP evaluation reports. The peer review was conducted in two stages: first, the general CIP evaluation and, second, a detailed review of the EIP evaluation with regard to the specific needs of SMEs and how the EIP programme has targeted these needs. The peer review process was conducted with consideration of the heterogeneity and complexity of the nature of SMEs. The conclusions and recommendations highlight themes for the focus of future evaluations and make suggestions for future SME support on a European level.

Administrative Performance Differences between Member States Recovering Traditional Own Resources of the European Union

Sommarju : The European Commission oversees the recovery by Member States of Traditional Own Resources (TOR), that is customs debt and sugar levies, for the European Union’s budget revenue. It fulfils high standards of control each year. According to the Commission 98 per cent of customs debt identified by Member States is entered in national accounts and transferred as TOR to the EU accounts without particular problems. Yet significant differences of performance exist between Member States. The report examines these differences, using published and accessible data to estimate the effects of such differences for the EU budget. It makes recommendations on how to improve even further the collection of this revenue and better safeguard all Member States share in TOR recovery.

Its legal authorisation to grant discharge to the Council has not been supported by all experts.

Parliamentary Control of Budget Implementation

Sommarju : This study aims to describe control of the EU budget exercised by the European Parliament, in particular ex-post control of the budget after it has been implemented, and to compare it to ex-post control of national budgets carried out by the parliaments of the EU Member States. The subject is introduced by a brief overview of budgetary control in the different phases of the EU budgetary cycle. The study then focuses on the discharge procedure itself. After considering what this control function consists of, the study presents how parliaments carry it out and provides an overview of the examination of the EU budget by Member States. Subsequently, it identifies prerogatives and roles of other actors involved in the discharge procedure, notably the Supreme Audit Institutions and the Executive. The study closes with a brief presentation of the consequences resulting from exercising budgetary control.

Deterrence of Fraud with EU Funds through Investigative Journalism in EU-27

Sommarju : The study depicts the state of investigative journalism in the 27 EU member states, with a focus on Denmark, Hungary, Italy, Romania, Spain, UK and a special focus on the interaction between European institutions and investigative journalists. It illustrates conditions promoting or impeding good investigative journalism in general, and in particular for reporting on fraud with EU funds and revenues. It recommends: a swift implementation of workable freedom of information laws across the EU, comprehensiveness of data provided by EU bodies and member states on their spending, targeted training for journalists, promotion of investigative centres and more cooperation between journalists and officials at EU and national levels, this in view of advanced transparency and helping citizens to understand the added value of EU spending.

Il-CONT jeżamina kif jintefaq il-Baġit tal-UE, kemm qed jintlaħqu sew l-objettivi u jekk il-programmi humiex joffru riżultati tajba għall-flus li jintefqu fuqhom, u jiżgura li l-flus tal-Ewropej li jħallsu t-taxxi jintefqu b'mod effiċjenti, effettiv u skont il-liġi tal-UE. F'dan il-kuntest, il-Kumitat jikkollabora mill-qrib mal-Qorti tal-Awdituri u jissuġġerixxi titjib fuq il-bażi tar-riżultati tal-verifiki tal-Qorti sabiex jiżgura ġestjoni finanzjarja soda.

Barra minn hekk, il-CONT jikkollabora wkoll mal-Uffiċċju Ewropew Kontra l-Frodi (OLAF) biex isaħħaħ il-ġlieda kontra l-frodi u l-korruzzjoni rigward il-Baġit tal-UE.

L-istrument prinċipali li għandu l-CONT huwa l-proċedura ta' "kwittanza". Tul din il-proċedura l-CONT jiskrutinizza l-implimentazzjoni tal-Baġit tal-UE mis-setturi kollha involuti, jiġifieri, inter alia, il-Kummissjoni, il-Parlament, u istituzzjonijiet u aġenziji oħra.

Jekk jinteressak kif nirrealizzaw fil-prattika t-teorija, nissuġġerilek tara r-rapporti tagħna. Tista' wkoll tara xandiriet diretti tal-laqgħat tagħna u tagħti daqqa t'għajn lid-diversi links fuq din il-paġna, li għandhom ituk stampa iktar ċara tax-xogħol tal-CONT.
