Hearing on the fight against terrorism and the challenges for EU internal security

Fight against terrorism

On Tuesday 14 April from 15.00 to 18.30 in room Paul-Henri Spaak (PHS) 1A002 LIBE Committee will hold a hearing on the fight against terrorism and the challenges for EU internal security. The main objective of the public hearing is to give the Members the point of view of experts about the evolving terrorist threats and the policy approach to take, both in the field of counter-radicalisation and in the field of law-enforcement and criminal justice.   

The public hearing brings together institutional actors, practitioners and researchers. The first session will focus on the evolving terrorist threats and the implications for EU internal security. Contributions will come from Mr Rob Wainwright, Director of Europol, Ms Dolgor Solongo from the United Nations Office on Drugs and Crime and Lord of Lothian (to be confirmed), Member of the House of Lords' Intelligence and Security Committee.

The second session will focus on ways to countering violent extremism and preventing radicalisation. Contributions will come from Mr Peter Neumann, Director International Centre for the Study of Radicalisation, Mr Didier Bigo (to be confirmed) from the King's College of London and co-author LIBE study on countering youth radicalization and Mr Said Aberkan, Islamic consultant from Antwerp's prison service. The last session will focus on policy instruments in the fight against terrorism. Ms Anna Nellberg-Dennis, Chair of EUROCOP, Mr Frédéric Van Leeuw, Federal prosecutor in Belgium and Ms Quirine Eijkman from the Centre for Terrorism and Counterterrorism of Leiden University will present their views.

On 31 March at 9.45 LIBE Members will vote on the draft report on Strengthening of certain aspects of the presumption of innocence and of the right to be present at trial in criminal proceedings (2013/0407(COD)), Rapporteur: Nathalie Griesbeck (ALDE), on the draft opinion on the Recommendations to the European Commission on the negotiations for the Transatlantic Trade and Investment Partnership (TTIP), (2014/2228(INI)), Rapporteur Jan Philipp Albrecht (Verts/ALE) as well as on the questions for oral answer to the European Commission and to the Council of the European Union on Smart border package (2015/2614(RSP)).

Hearing on the situation of fundamental rights in the European Union

The main objective of the public hearing is to contribute to the on-going dialogue on the mechanisms and methods to better safeguard the rule of law and the fundamental rights of persons in the Union, as well as to allow for an assessment of the Union's efforts to protect and promote its common values.

The public hearing brings together institutional actors, researchers and civil society organisations to discuss the situation of fundamental rights in the European Union. The first session will focus on the Union's recent initiatives to protect and promote fundamental rights and the rule of law and on the Union's institutional framework in this area. Contributions will come from First Vice-President of Commission Timmermans, Chair of Council's Working Party on Fundamental Rights, Citizens Rights and Free Movement of Persons (EU accession to ECHR) Kristīne Līce, Advocate General of the EU Court of Justice Kokott, the Council of Europe's Commissioner for Human Rights Muižnieks, and Amnesty International. The second session will focus on specific threats to fundamental rights in the European Union, bringing together the Fundamental Rights Agency, civil society organisations and several experts. The recent study on "The impact of the crisis on fundamental rights across the Member States of the EU," carried out at LIBE's request, will also be presented.

Joint hearing on the accountability, transparency and integrity of the EU Institutions

On 26 March 2015 from 9.00 to 12.30 in room Joszef Antall (JAN) 4Q2, LIBE Committee will hold, together with CONT, JURI and AFCO Committees a joint hearing on accountability, transparency and integrity in the EU Institutions.The objective is to allow a deep discussion at the European Parliament level about accountability, transparency and integrity of the EU institutions and on possible further developments related to these issues. The key conclusions of the Transparency International Report on the European Union Integrity System will also be presented.

LIBE Mission to Washington, 16-20 March 2015

EU and the US

LIBE Committee sent a mission to Washington D.C. during the period 16 - 20 March 2015 which enabled Members to obtain up-to-date information on the state of play and progress in the US on major issues like: data protection, EU-US agreement on data protection for exchanges of personal data for law enforcement purposes (umbrella agreement), electronic mass surveillance and the current legislative works by Congress on framing surveillance activities, state of play on initiatives on privacy reform (bill of rights) and related issues (discussion on big data/open data), PNR, Safe Harbour and measures taken by US to address concerns raised by Parliament and Commission as regards problems of adequacy.The delegation met different stakeholders relevant to the above mentioned topics such as members of Congress, representatives from the Department of State, Department of Justice, Department of Homeland Security, US Trade Representative, Department of Treasury, Department of Commerce, Federal Trade Commission, the Judiciary, civil society and academics.

Fair trials: MEPs beef up draft EU law on presumption of innocence

Draft EU rules to ensure that the right to be presumed innocent until proven guilty is fully respected in member states were approved by the Civil Liberties Committee on Tuesday. MEPs inserted amendments to prevent statements by public authorities that might suggest a suspect is guilty before a final conviction, ensure that the burden of proof stays with the prosecution and guarantee the rights to remain silent, not to incriminate oneself and to be present at trial. Als voorzitter van de Commissie burgerlijke vrijheden, justitie en binnenlandse zaken (LIBE) heet ik u graag welkom op deze pagina.

De LIBE-commissie is verantwoordelijk voor het leeuwendeel van de wetgeving op JBZ-gebied en voor het democratisch toezicht op het dit beleidsterrein. Daarbij zorgt zij ervoor dat het Handvest van de grondrechten van de EU en het Europees Verdrag voor de rechten van de mens volledig worden nageleefd en dat het Europese burgerschap wordt versterkt.
