Employment and Social Affairs in the European Parliament - an in-depth analysis

The in-depth analysis gives an overview of the area of work covered by the Employment and Social Affairs Committee (EMPL) of the European Parliament. After setting out the legal basis of the Treaties, this expertise prepared by Policy Department A for the Committee on Employment and Social Affairs presents the legal and policy instruments available in this policy field, and explains the existing funds. The analysis concludes with an outlook on the challenges that the EMPL Committee will face in the coming legislature 2014-2019.

   
EMPL elected chair and vice-chairs of the Committee

Thomas Händel is the new chair of the Committee on Employment and Social Affairs, elected by acclamation on 07.07.14. During its constituent meeting, the Committee also elected its vice-chairs: Marita Ulvskog, 1st Vice-Chair; Danuta Jazlowiecka, 2nd  Vice-Chair; Ulla Tørnæs, 3rd Vice-Chair and Agnes Jongerius, 4th Vice-Chair. Together, the chair and vice-chairs make up the bureau of the Committee, elected for a two-and-a-half year term. The first meeting of the EMPL Committee will take place on 22.07.2014.

After the election of a President, Vice-Presidents and Quaestors of the European Parliament in Strasbourg last week, parliamentary committees convened on Monday in Brussels to elect chairpersons and their deputies for next two and a half years.

Deze commissie is bevoegd voor:
 
1.    het werkgelegenheidsbeleid en alle aspecten van het sociaal beleid, met inbegrip van arbeidsomstandigheden, sociale zekerheid, sociale inclusie en sociale bescherming;
2.    de rechten van werknemers;
3.    gezondheids- en veiligheidsmaatregelen op het werk;
4.    het Europees Sociaal Fonds;
5.    het beroepsopleidingsbeleid, met inbegrip van beroepskwalificaties;
6.    het vrije verkeer van werknemers en gepensioneerden;
7.    de dialoog tussen de sociale partners;
8.    alle vormen van discriminatie op het werk en op de arbeidsmarkt, met uitzondering van discriminatie op grond van geslacht;
9.    de betrekkingen met
-    het Europees Centrum voor de ontwikkeling van de beroepsopleiding (Cedefop),
-    de Europese Stichting tot verbetering van de levens- en arbeidsomstandigheden,
-    de Europese Stichting voor opleiding,
-    het Europees Agentschap voor de veiligheid en de gezondheid op het werk;
 
  alsook betrekkingen met andere relevante organen van de Unie en internationale organisaties.
