EU Data Protection Reform - Seminar for journalists 14-15 May 2013, Room PHS 4B001

The EP Press Service is holding a seminar for journalists on 14-15.05.13 on the data protection reform of the EU, aiming to provide an overview of the ongoing legislative process following the Commission's proposals to update existing legislation. Journalists will have the opportunity to discuss with Members of the European Parliament, Commission and Council representatives and stakeholders.

Study on the Protection of Personal Data in Work-related Relations

This study looks at the possibilities to complement the general data protection framework with specific rules for employment relations. Data protection in employment relations clearly touches on labour law. The study evaluates the application of the existing general data protection framework in employment relations and considers possible options to improve it.

Civil Liberties Committee makes it easier to confiscate crooks' assets EU wide

Draft rules to make it easier for national authorities to freeze and confiscate criminals' assets across the EU were beefed up by the Civil Liberties Committee on Tuesday. However, MEPs also sought to safeguard the right to a fair trial. They also called upon member states to use confiscated assets to fight crime and for social projects. The draft law, which must still be negotiated with national governments, is part of a broader EU strategy to fight fraud and corruption.

Civil Liberties MEPs to discuss EU data protection reform

The Civil Liberties Committee will debate on Monday and Tuesday two draft laws updating the current data protection legislation. A proposal for a regulation covering the bulk of personal data processing in the EU, both online and off-line, will be discussed from 16.45 on Monday. A draft directive, concerning data processed in criminal investigations, will be debated from 12.10 on Tuesday.

Tougher rules to prevent chemicals being diverted to illegal drug production

New rules to ensure that chemicals used in industrial processes, such as manufacturing plastics, textiles, aspirin, flu and allergy remedies, dyes and perfumes, are not diverted to the illegal production of heroin, speed or crack were adopted by the Civil Liberties Committee on Wednesday and by the International Trade Committee on Thursday.

Civil Liberties Committee rejects EU Passenger Name Record proposal

A European Commission proposal to allow the use of EU air passenger name record (PNR) data in investigating serious crime and terrorist offences was rejected by Civil Liberties Committee MEPs Wednesday, by 30 votes to 25.

MEPs back deal with Council on police access to asylum seekers’ fingerprints

Member states’ police forces and Europol would gain access to asylum seekers’ fingerprints in the Eurodac database to help them fight terrorism and serious crime, under a provisional deal between Parliament and Council endorsed by the Civil Liberties Committee on Wednesday. MEPs ensured that personal data would be duly protected and that police access would be limited to cases where there is a major public security concern.

Civil Liberties Committee backs plan to improve asylum procedures

Asylum seekers would get fairer, more uniform access to international protection across the EU under a draft law agreed by Parliament and Council representatives and endorsed by the Civil Liberties Committee on Wednesday. This draft law is one of the five acts forming the backbone of the Common European Asylum System (CEAS), to be put to a plenary vote in June.

Deze commissie is bevoegd voor:
 
1. de bescherming, op het grondgebied van de Unie, van de rechten van de burger, mensenrechten en grondrechten, met inbegrip van de bescherming van minderheden, als verankerd in de Verdragen en het Handvest van de grondrechten van de Europese Unie;
 
2. maatregelen ter bestrijding van alle vormen van discriminatie, behalve van discriminatie op grond van geslacht, op het werk en op de arbeidsmarkt;
 
3. wetgeving inzake transparantie en de bescherming van natuurlijke personen in verband met de verwerking van persoonsgegevens;
 
4. de totstandbrenging en ontwikkeling van een ruimte van vrijheid, veiligheid en rechtvaardigheid, met name
(a)    maatregelen betreffende de binnenkomst en het verkeer van personen, asiel en migratie,
(b)    maatregelen betreffende een geïntegreerd gemeenschappelijk beheer van de buitengrenzen,
(c)    maatregelen betreffende politiële en justitiële samenwerking in strafzaken;
 
5. het Europees Waarnemingscentrum voor drugs en drugsverslaving, het Bureau van de Europese Unie voor de grondrechten, Europol, Eurojust, Cepol en andere organen en agentschappen op dit gebied;
 
6. de constatering van een duidelijk gevaar van ernstige schending, door een lidstaat, van de beginselen welke de lidstaten gemeen hebben.

De Commissie burgerlijke vrijheden, justitie en binnenlandse zaken (LIBE) is verantwoordelijk voor het merendeel van de wetgeving en voor het democratisch toezicht op beleid dat verband houdt met de omvorming van de Europese Unie tot een ruimte van vrijheid, veiligheid en recht (RVVR) (art. 3 VEU). Dit beleid is verweven met de tenuitvoerlegging van het Handvest van de grondrechten van de Europese Unie op het grondgebied van de EU en met de consolidatie van het Europese burgerschap.
 
De Europese Unie voert haar werkzaamheden op dit gebied uit in samenwerking met de lidstaten, hun nationale parlementen, de rechterlijke macht en maatschappelijke organisaties. Dientengevolge zou de ruimte van vrijheid, veiligheid en recht na het Verdrag van Lissabon het hartstuk kunnen worden van de nieuwe wettelijke orde in de EU, terwijl tegelijkertijd de nationale rechtsorde ten volle wordt geëerbiedigd (art. 67 VWEU).
 
Om deze doelen ten uitvoer te leggen is een meerjarenstrategie aangenomen (het zogeheten "Programma van Stockholm" voor de periode 2010-2014) waarin een aantal strategische wetgevende en operationele doelen is bepaald met name maar niet uitsluitend op het gebied van burgerschap, doorzichtigheid, gegevensbescherming, bestrijding van discriminatie, waarborging van vrijheid van verkeer, grenscontrole, migratie, asiel, justitiële en politiesamenwerking.
 
Voor de verwezenlijking van deze doelen op dergelijke gevoelige terreinen zullen onderling vertrouwen en actieve deelname van EU-instellingen, lidstaten en Europese burgers van doorslaggevende betekenis zijn. De Commissie LIBE zal harerzijds al het mogelijke doen om met al deze belanghebbenden een vruchtbare dialoog tot stand te brengen zodat de doelen van de Verdragen en van het Handvest van de grondrechten van de Europese Unie ten volle kunnen worden verwezenlijkt.
