On 4 February 2019, the Commission hence proposed to amend Regulation (EU) 2015/757 on the monitoring, reporting and verification of CO2 emissions from maritime transport (the “EU MRV Regulation”). The main goal is to be in line with the new legal framework for a global data collection system for fuel oil consumption of ships (“global IMO DCS”) adopted in 2016 by the IMO Marine Environment Protection Committee (MEPC).

Global shipping activity emits significant amounts of GHG emissions: if the shipping sector were a country, it would rank sixth in emissions in the world. The impact of the shipping sector at EU level is considerable: in 2015, it accounted for 13% of the overall GHG emissions from the transport sector. According to the International Maritime Organization (IMO), global shipping emissions would continue to grow by 2050.

ENVI adopted the report on 6-7 July 2020. In its mandate, adopted in plenary on 16 September 2020, the Parliament improves the Commission proposal, bringing new elements (for example extending the scope to all greenhouse gases, not only CO2, broadening of the scope of the EU Emissions trading scheme (ETS) to shipping, the establishment of a maritime transport decarbonisation fund to foster research and development in the energy efficiency of ships and support investments in innovative technologies).

Currently, the file is awaiting the start of the negotiation process.
