EU Data Protection Reform - Seminar for journalists 14-15 May 2013, Room PHS 4B001

The EP Press Service is holding a seminar for journalists on 14-15.05.13 on the data protection reform of the EU, aiming to provide an overview of the ongoing legislative process following the Commission's proposals to update existing legislation. Journalists will have the opportunity to discuss with Members of the European Parliament, Commission and Council representatives and stakeholders.

Study on the Protection of Personal Data in Work-related Relations

This study looks at the possibilities to complement the general data protection framework with specific rules for employment relations. Data protection in employment relations clearly touches on labour law. The study evaluates the application of the existing general data protection framework in employment relations and considers possible options to improve it.

LIBE delegation to Sweden  
LIBE delegation on the Swedish Judicial System and Asylum Procedures - 2-3.05.2013

LIBE held a delegation on the Swedish Judicial System and on the Swedish Asylum Procedures, with a special focus on Unaccompanied Minors, in Stockholm, Sweden, on 2-3 May. The purpose of this delegation was to gather information and observe best practices in specific areas of the Swedish Judicial System and the Asylum Procedures.

LIBE delegation to the EU Agency for large-scale IT systems – 29-30.04.2013

A LIBE delegation to the European Agency for the operational management of large-scale IT systems in the area of freedom, security and justice in Tallinn, Estonia, took place on 29-30 April. The delegation focused on all issues related to the setting-up of the agency in Tallinn, its work programme, administration and budget and also related activities of Estonia.

Civil Liberties Committee makes it easier to confiscate crooks' assets EU wide
LIBE 08-05-2013 - 10:26  

Draft rules to make it easier for national authorities to freeze and confiscate criminals' assets across the EU were beefed up by the Civil Liberties Committee on Tuesday. However, MEPs also sought to safeguard the right to a fair trial. They also called upon member states to use confiscated assets to fight crime and for social projects. The draft law, which must still be negotiated with national governments, is part of a broader EU strategy to fight fraud and corruption.

Civil Liberties MEPs to discuss EU data protection reform

The Civil Liberties Committee will debate on Monday and Tuesday two draft laws updating the current data protection legislation. A proposal for a regulation covering the bulk of personal data processing in the EU, both online and off-line, will be discussed from 16.45 on Monday. A draft directive, concerning data processed in criminal investigations, will be debated from 12.10 on Tuesday.

Tougher rules to prevent chemicals being diverted to illegal drug production

New rules to ensure that chemicals used in industrial processes, such as manufacturing plastics, textiles, aspirin, flu and allergy remedies, dyes and perfumes, are not diverted to the illegal production of heroin, speed or crack were adopted by the Civil Liberties Committee on Wednesday and by the International Trade Committee on Thursday.

Civil Liberties Committee rejects EU Passenger Name Record proposal

A European Commission proposal to allow the use of EU air passenger name record (PNR) data in investigating serious crime and terrorist offences was rejected by Civil Liberties Committee MEPs Wednesday, by 30 votes to 25.

MEPs back deal with Council on police access to asylum seekers’ fingerprints

Member states’ police forces and Europol would gain access to asylum seekers’ fingerprints in the Eurodac database to help them fight terrorism and serious crime, under a provisional deal between Parliament and Council endorsed by the Civil Liberties Committee on Wednesday. MEPs ensured that personal data would be duly protected and that police access would be limited to cases where there is a major public security concern.

Civil Liberties Committee backs plan to improve asylum procedures

Asylum seekers would get fairer, more uniform access to international protection across the EU under a draft law agreed by Parliament and Council representatives and endorsed by the Civil Liberties Committee on Wednesday. This draft law is one of the five acts forming the backbone of the Common European Asylum System (CEAS), to be put to a plenary vote in June.

Această comisie este competentă în chestiuni privind:
 
(1) protecţia, pe teritoriul Uniunii Europene, a drepturilor cetăţenilor, a drepturilor omului şi a drepturilor fundamentale, inclusiv protecţia minorităţilor, astfel cum sunt enunţate în Tratatele şi în Carta drepturilor fundamentale a Uniunii Europene;
 
(2) măsurile necesare pentru combaterea oricăror forme de discriminare, altele decât cele pe fondate pe gen, sau cele care se produc la locul de muncă şi pe piaţa forţei de muncă;
 
(3) legislaţia în domeniul transparenţei şi protecţiei persoanelor fizice în cazul prelucrării datelor cu caracter personal;
 
(4) aplicarea şi dezvoltarea unui spaţiu de libertate, securitate şi justiţie, în special:
(a)    prin măsuri privind intrarea şi circulaţia persoanelor, politica privind azilul şi migraţia,
(b)    prin măsuri privind gestionarea integrată a frontierelor externe,
(c)    prin măsuri privind cooperarea poliţienească şi judiciară în materie penală;
 
(5) Observatorul European pentru Droguri şi Toxicomanie şi Agenția Uniunii Europene pentru Drepturile Fundamentale, Europol, Eurojust, CEPOL, precum şi alte organe şi agenţii care operează în aceste domenii;
 
(6) constatarea unui risc evident de încălcare gravă, de către un stat membru, a principiilor comune statelor membre.

Comisia pentru libertăţi civile, justiţie şi afaceri interne (LIBE) este responsabilă de majoritatea actelor legislative şi de controlul democratic al politicilor legate de transformarea Uniunii Europene într-un spaţiu de libertate, securitate şi justiţie (SLSJ) (articolul 3 din TUE). Aceste politici sunt strâns legate de punerea în aplicare a Cartei Drepturilor Fundamentale şi de consolidarea cetăţeniei europene.
 
Uniunea Europeană desfăşoară activităţi în acest domeniu, beneficiind de implicarea angajată a statelor membre, a parlamentelor naţionale, a sistemelor juridice şi a societăţii civile. În consecinţă, spaţiul de libertate, securitate şi justiţie ar putea deveni piatra de temelie a noii ordini juridice a UE după Tratatul de la Lisabona, respectându-se totodată, pe deplin ordinea juridică naţională (articolul 67 TFEU).
 
În vederea implementării acestor obiective a fost adoptată o strategie multianuală (Programul de la Stockholm, pentru perioada 2010-2014), prin care sunt stabilite o serie de obiective legislative strategice şi operaţionale în mai multe domenii, printre care: cetăţenia, transparenţa, protecţia datelor, combaterea discriminării, asigurarea liberei circulaţii, controlul frontierelor, migraţia, azilul, cooperarea judiciară şi poliţienească
 
Pentru a îndeplini în mod optim aceste obiective din domenii atât de sensibile, încrederea reciprocă şi participarea activă din partea instituţiilor UE, a statelor membre şi a cetăţenilor europeni, reprezintă elementele esenţiale ale reuşitei. În ceea ce priveşte rolul său, Comisa LIBE va depune toate eforturile în vederea construirii unui dialog rodnic între principalele părţi implicate în proces, astfel încât obiectivele prevăzute în tratate şi în Carta Drepturilor Fundamentale să poată fi integral îndeplinite.
