Recommendations for the European Commission regarding the TTIP negotiations

INTA voted on the Draft Report containing "Recommendations for the European Commission regarding the TTIP negotiations" (2014/2228(INI)).

This report on TTIP negotiations is intended to assess the main results of the negotiations after almost 1.5 years of discussions, and to express the Parliament's views on the main issues of a potential Agreement with the United States.

In order to ensure a coherent approach this report contains opinions of 13 Committees.

This is the first occasion of the new EP to take an official position on the TTIP negotiations, whereby the aim is to provide guidance to the EU negotiators, what they need to take into account to get support of the EP for the final agreement, once it is concluded, and to send out a clear message to the US counterparts what the representatives of the European citizens are expecting from a possible future trade deal.

The vote in Plenary on the Report adopted in INTA will take place in June in Strasbourg.

Trade Facilitation Agreement

Debate over TTIP rages on as opposers warn of lowering standards, while advocates see a potential boon for wealth and growth on both sides of the Atlantic.

According to the World Trade Organization, "trade facilitation" can be defined as "removing obstacles to the movement of goods across borders (e.g. simplification of customs procedures)" - in other words ensuring that goods can move across borders and through customs as speedily and in the least burdensome way possible. 

In December 2013, the 159 members of the WTO (which includes the EU and the Member States) agreed on a binding international agreement on trade facilitation, the first multilateral agreement since the WTO was created in 1995. 

This agreement is expected to bring significant economic benefits, in particular to developing countries and least developed countries as the "hidden" costs of trade can be very high accounting for up to 15% of the value of the goods traded according to the OECD. 

Under the agreement, there are three different categories of commitments that WTO members can undertake with a specific category for developing and least developed countries where implementation would be linked to granting technical assistance and extra time would be given to implement the commitments. 

The European Parliament, through INTA Committee, has to grant its consent to the "Trade Facilitation Agreement" in order for the EU to be a party to it.

The Draft Report on consent and the Draft accompanying resolution will be considered during next INTA meeting on 15-16 June.

Obchodná dohoda medzi Európskou úniou a Spojenými štátmi by mala prehĺbiť prístup Únie na trh USA, nesmie však oslabiť štandardy EÚ ani právo na reguláciu vo verejnom záujme. Vyplýva to z návrhu odporúčaní, ktoré vo štvrtok schválil výbor Európskeho parlamentu pre medzinárodný obchod. Poslanci tiež požadujú reformu a vylepšenie nástrojov na urovnávanie sporov medzi investormi a štátom. (Čítať ďalej)

Investor-state dispute settlement proposals debated with Commissioner Malmström

A lively debate on the proposal for “reformed system” to resolve disputes between foreign investors and states in the Transatlantic Trade and investment partnership (TTIP) deal, currently being negotiated between the EU and the United states, took place between Trade Committee MEPs and EU Trade Commissioner Malmström on Wednesday afternoon.
