Correct application of the law on customs and agricultural matters

On 5 November PM, Members will hear a presentation by the Commission of the costs and usefulness of export container status messages in Regulation 515/97 regarding the “Mutual assistance between the administrative authorities of the Member States and cooperation between the latter and the Commission to ensure the correct application of the law on customs and agricultural matters.

   
Conclusions of the reports on the Cost of Non Europe

The Cost of Non Europe Reports (5 reports) seeks to evaluate the possibilities for gains and/or the realisation of a ‘public good’ through common action at EU level in specific policy areas and sectors. It seeks to analyse the costs for citizens, businesses and relevant stakeholders of the 'gaps' in the Single Market, and identify gaps where further EU legislative action could be beneficial. On this basis, it provides tentative estimates of the cost of non-Europe in the Single Market.

Mandates to enter trialogue negotiations

On 6 October, IMCO Members voted to give a mandate to the rapporteur Andreas Schwab (EPP, DE) to open up negotiations with the Council on draft law on Network and Information Security (28 votes to 2). The same majority also gave a green light for the rapporteur Liisa Jaakonsaari (S&D, FI) to start the negotiations with the Council on draft law promoting the cooperation between Member States and the Commission to correctly apply law on customs.

   
Conclusions of the studies on consumer protection & discrimination of consumers

The conclusions and subsequent nine recommendations of a study related to consumer protection aspects of financial services were presented by its authors from London Economics to Members of the IMCO Committee during their meeting of 6 October. At the same meeting, a research team from Osnabrück University presented a study on discrimination of consumers in the Digital Single Market, which assesses discrimination from the perspective of different areas of European law and provides for several policy recommendations.

1. usklajevanje nacionalnih predpisov za področje notranjega trga in carinske unije na ravni Unije, zlasti:
(a) prost pretok blaga, vključno z usklajevanjem tehničnih standardov,
(b) pravico do ustanavljanja,
(c) svobodo opravljanja storitev, z izjemo finančnega in poštnega sektorja;
 
2. delovanje enotnega trga, vključno z ukrepi za prepoznavanje in odpravljanje možnih ovir za izvajanje enotnega trga, vključno z digitalnim enotnim trgom;
 
3. podpiranje in zaščito ekonomskih interesov potrošnikov, razen pri vprašanjih javnega zdravja in varne hrane;
 
4. politiko in zakonodajo s področja izvajanja pravil enotnega trga in pravic potrošnikov.

Odbor IMCO je odgovoren za zakonodajni nadzor in pregled pravil, ki v EU veljajo za prosti pretok blaga  in storitev, prosto gibanje strokovnjakov, carinsko politiko, standardizacijo in ekonomske interese potrošnikov.  Člani odbora si prizadevamo, da bi odpravili ovire za gospodarstvo in trgovino ter poenostavili predpise. Na ta način bomo spodbudili konkurenčnost vsepovsod na enotnem trgu, hkrati pa bomo poskrbeli za interese potrošnikov v številnih sektorjih.

Delo našega odbora lahko spremljate na tem spletnem mestu, kjer boste našli dnevne rede, gradivo za seje, obvestila o predstavitvah/delavnicah,  pretočni video in naše glasilo.

Urejen enotni trg je ključ, ki bo odprl vrata razcvetu, inovacijam in večji konkurenčnosti – prav ta pa prinaša koristi podjetjem in potrošnikom.  Pred nami so številni izzivi in priložnosti, med njimi predvsem kako sprostiti potencial digitalnega enotnega trga in enotnega trga na področju storitev. 
 
Naša naloga je, da zagotovimo varne proizvode, zaščitimo pravice potrošnikov, potrošnike obveščamo o proizvodih in storitvah, strožje nastopamo do protikonkurenčnega ravnanja in zmanjšamo administrativne ovire.

Odbor sodeluje z vsemi državami članicami EU in si prizadeva za takšna pravila enotnega trga, ki bodo izvedljiva v praksi in bodo omogočala ustrezno in pravočasno izvajanje in uveljavljanje.

V čast mi je, da predsedujem temu pomembnemu odboru in s člani z najrazličnejšim političnim diapazonom sodelujem v dobro potrošnikov, podjetij in drugih organizacij na celotnem skupnem trgu.
