Next meeting of the Committee on Budgets

The next BUDG Committee meeting will take place on Thursday, 20 November from 10:00 to 12:30 in room 3G3 (Altiero Spinelli), Brussels.

Budget negotiations 2014/2015

The Committee on Budgets will discuss during its meeting on 20 November the outcome of the budgetary conciliation for the 2015 EU Budget and the pending Draft Amending Budgets for 2014 as well as the state of play of the envisaged modifications to the implementation of the Own Resources Decision (GNI and VAT adjustments).

   
Budgetary Conciliation

The Budgetary Conciliation on the EU Budget for 2015 as well as on the pending Draft Amending Budgets for 2014 will open on Thursday 6 November and is scheduled to be finalised on Friday 14 November. In the event of a positive outcome of the negotiations, the EP plenary will vote on the joint text at the end of November.

BUDG 20-11-2014 - 12:22  

The EU should provide aid worth €2.35 million to help find or create new jobs for workers made redundant by shipbuilders STX Finland Oy and the GAD abattoir in France, the Budgets Committee recommended on Thursday. The European Globalisation Adjustment Fund (EGF) aid still has to be approved by Parliament as a whole and the Council of Ministers.

Parliament wants to reduce the growing pile of unpaid bills, while Council’s proposal, revealed on the very last day of the budget talks, only aggravates the payment crisis, said Budgets Committee MEPs after conciliation talks between member states and the Parliament broke down on Monday night. The Commission will now present a new draft budget.

The European Parliament deplores the fact that, almost at the end of the 21-day conciliation period, the Council is still ignoring the urgent need to deliver a budget for the EU and is instead completely preoccupied with its own disputes over the member states’ GNI contributions for 2014. Parliament will give the Council extra time to come up with its stance and will resume talks on deadline day on Monday 17 November.

Giving the European Union a budget must take priority over redistributing resources to EU member states, said Budgets Committee MEPs on Tuesday, after a third fruitless effort to engage the Council of Ministers in budgetary negotiations within the official deadline. MEPs want the most urgent bills for 2014 to be settled before discussing the 2015 budget, but the Council has yet to agree even on the first budget top up, proposed by the European Commission as long ago as May.

The EU should make available aid worth €8.8 million to help find or create new jobs for workers made redundant by fashion retailer Sprider Stores in Greece and jewellery maker Andersen Ireland Limited in Ireland, recommended the Budgets Committee on Tuesday. The European Globalisation Adjustment Fund (EGF) aid still has to be approved by Parliament as a whole and the Council of Ministers.

3. načrt odhodkov Parlamenta v skladu s postopkom, opredeljenim v tem poslovniku;

5. finančne dejavnosti Evropske investicijske banke, ki niso del evropskega gospodarskega upravljanja;
6. vključitev Evropskega razvojnega sklada v proračun, brez poseganja v pristojnosti odbora, pristojnega za Sporazum o partnerstvu AKP-EU;
7. finančne posledice vseh aktov Unije in njihovo združljivost z večletnim finančnim okvirom, brez poseganja v pristojnosti ustreznih odborov;
8. spremljanje in ocenjevanje izvajanja tekočega proračuna ne glede na člen 95(1), prenose proračunskih sredstev, postopke v zvezi s kadrovskim načrtom, proračunska sredstva za upravljanje in mnenja o projektih, povezanih z gradnjo, ki imajo velike finančne posledice;
9. finančno uredbo, z izjemo vprašanj, ki se nanašajo na izvrševanje, upravljanje in nadzor proračuna.

Spoštovani obiskovalci!
 
Dobrodošli na strani odbora za proračun pri Evropskem parlamentu, eni od vej evropskega proračunskega organa. Odbor s svojimi 41 člani in prav toliko namestniki razpravlja o proračunu Unije, ga proučuje, dopolnjuje in sprejema skupaj s Svetom ministrov.
 
V državah članicah Unije so bili parlamenti prvotno ustanovljeni, da bi glasovali o uvedbi davkov, šele kasneje so prevzeli funkcijo zakonodajalca. Evropska unija še ne pobira davkov – ta posebna pravica še vedno pripada državam članicam. In tako bo ostalo, vse dokler ne bomo imeli lastnih sredstev. A Unija vseeno razpolaga s proračunskimi sredstvi, ki ji omogočajo, da udejani svoje politike in poskrbi za dobro delovanje svojih institucij.
 
Vso svojo energijo, izkušnje in prepričanja bom vložil v to, da bo evropski proračun verodostojen instrument v korist rasti in zaposlovanja. V tem smislu si bom prizadeval, da bo vmesni pregled večletnega finančnega okvira resnična priložnost za ponovna pogajanja s Svetom. Pred nami so še druge pomembne naloge, kot so proračun za evrsko območje, vzpostavitev dejanskega sistema lastnih sredstev ali večno vprašanje neporavnanih obveznosti. Odbor za proračun namerava v polni meri izkoristiti svojo vlogo in dati ponovni zagon in smisel Evropi.
