Partnership for Research and Innovation in the Mediterranean Area (PRIMA)

PRIMA is the first new Public to Public Partnership (P2P) to be set up under Art. 185 TFEU in 10 years. This Article enables the EU to participate in research programmes undertaken jointly by several Member States, including participation in the structures created for the execution of national programmes. The novelty with PRIMA is that a large number of third countries will also be participating in the joint programme.

The aim of this P2P is to strengthen and coordinate Euro-Mediterranean cooperation in R&I and to focus it on water provision, food systems and climate change challenges in the region, all of which are contributing to other upstream issues, such as migration. The EC proposal allocates a budget of € 400 million for the entire duration of PRIMA, which is expected to last 10 years starting from 2018.

Fourteen countries, namely Cyprus, Egypt, France, Germany, Greece, Israel, Italy, Lebanon, Luxembourg, Malta, Morocco, Portugal, Spain and Tunisia, have agreed to jointly undertake the PRIMA initiative. Five more countries (Algeria, Croatia, Jordan, Slovenia, and Turkey) are expected to contribute to the PRIMA initiative as observers.
