Statement on the situation in Moldova

Following recent  political developments in Moldova,  Mr Elmar Brok, chair of the Committee on Foreign Affairs of the European Parliament, held today a telephone conversation with interim Prime Minister Leanca.
 
In his conversation with him, Mr Brok conveyed his strong concern about decisions and initiatives from different sides which call into question the rule of law and the division of powers. He stated clearly that the rule of law is at the heart of the European integration process to which Moldova has committed itself and that nothing, be it controversial rulings or hasty legislation, should put in question the principle on which every democratic state is based, i.e. the independence of the judiciary from any political influence.
 
Mr Leanca shared Mr Brok's concerns and reassured him that the President of Moldova would not sign the new laws and that the proposed legislation would be sent back to Parliament. He personally committed himself to guaranteeing that Parliament would reconsider thoroughly such proposals, in proper consultation with all the relevant actors, and that the final outcome would be in compliance with European values and standards.
 
Mr Brok told Prime Minister Leanca, that on this basis, he could count on the continuing support of the European Union and urged him to ensure that the parliamentary debate takes place in full respect of democratic rules and without those emotional overtones which have marked developments in the past few days.

On 6 May the Committee on Foreign Affairs and Subcommittee on Security and Defence held an exchange of views with Anders Fogh Rasmussen. This debate was held in the presence of representatives from the National Parliaments.

High level conference on "Understanding Political Islam: Views from Within"

On 7 May 2013, the Committee on Foreign Affairs hosted a conference on "Understanding Political Islam: Views from Within". This conference provides the opportunity to establish political dialogue with Members of governments and high level representatives of the Islamist parties currently in power in Egypt, Morocco and Tunisia.

Mr Elmar BROK, Chair of the AFET Committee, met with Mr Andrew MURRISON, UK Minister for International Security, on Wednesday, 24 April, in Brussels where they exchanged views on topical EU security-related matters and in particular the reform of the European External Action Service, the future of European Defence in preparation for a European Council discussion on Defence in December 2013. In addition, Mr BROK and Minister MURRISON discussed German-British defence interests and specifically the need to build on the close cooperation between the UK and Germany in the continued use of training facilities.

MEPs welcomed the results of the Mali donors conference but insisted on respect for the rule of law and human rights during their discussion on Thursday with the acting president, Dioncounda Traoré. Members of the security and defence, foreign affairs and development committees also stressed the need to establish genuine democracy and decentralisation.

The independent press, a watchdog for democracy, is suffering increasing harassment, with journalists being persecuted and imprisoned, they warn, stressing the need to combat impunity for threats and attacks against journalists.

"Soft power alone is no power at all," NATO Secretary General Anders Fogh Rasmussen told foreign affairs, security and defence MEPs and national MPs on Monday. Speaking in favour of "holding the line on defence spending" in Europe, he said Europeans must also "have the political will to use" the right capabilities. MEPs called for more cooperation between the EU and NATO in times of austerity.

Political leadership and visibility of the External Action Service could be improved if there were more coordination and synergy between it, the Commission and the Council, as was the intention when the functions of High Representative, Commission Vice-President and Foreign Affairs Council chair were merged, said foreign affairs MEPs on Tuesday in their review of the EU's new diplomatic corps two years after it was set up.

The Cuban "Ladies in White" (Damas de Blanco) protest movement was at last able to receive its European Parliament Sakharov Prize for Freedom of Thought in Brussels on Tuesday, when, over seven years later, Havana finally lifted a travel ban. The prize was presented at a special ceremony during a joint meeting of the foreign affairs, development and human rights committees, attended by European Parliament President, Martin Schulz.

French Foreign Minister Laurent Fabius told the foreign affairs committee on Thursday that: "The most radical elements are not in the majority now" in the Syrian resistance but warned that they could gain control "if the conflict carries on."

Utskottet är behörigt i frågor som rör följande områden:
 
1.    Den gemensamma utrikes- och säkerhetspolitiken (GUSP) och den europeiska säkerhets- och försvarspolitiken (ESFP). Utskottet biträds i detta sammanhang av ett underutskott för säkerhet och försvar.
 
2.    Förbindelser med andra EU-institutioner, organ, FN och andra internationella organisationer och interparlamentariska församlingar när det gäller frågor som hör till utskottets behörighetsområde.
 
3.    Fördjupning av de politiska förbindelserna med tredje land, särskilt länderna i unionens omedelbara närhet, med hjälp av omfattande samarbets- och stödprogram eller internationella avtal, till exempel associerings- och partnerskapsavtal.
 
4.    Inledande, genomförande och avslutande av förhandlingar om europeiska staters anslutning till Europeiska unionen.
 
5.    Mänskliga rättigheter, skydd av minoriteter och främjandet av demokratiska värden i tredje land. Utskottet biträds i detta sammanhang av ett underutskott för mänskliga rättigheter. Utan att det påverkar tillämpningen av relevanta bestämmelser ska ledamöter från andra utskott och organ med ansvar på detta område inbjudas att delta i underutskottets sammanträden.
 
 
Utskottet ska samordna arbetet i de gemensamma parlamentariska kommittéerna, de parlamentariska samarbetskommittéerna och de interparlamentariska delegationerna samt i de ad hoc-delegationer och valövervakningsdelegationer som faller inom dess behörighetsområde. Utskottet förelägger inom detta behörighetsområde det behöriga utskottet förslag till valövervakningsuppdrag och kontrollerar resultatet av dessa.

Som den största ekonomiska makten i världen och den främsta givaren av utvecklingsbistånd har Europeiska unionen genom Lissabonfördraget fått de väsentliga befogenheter och verktyg som krävs för att den ska kunna bedriva en ambitiös och konsekvent utrikespolitik.
 
Unionens yttre åtgärder ges full demokratisk legitimitet genom Europaparlamentet, vars arbete bygger på de grundläggande värdena demokrati och rättsstatlighet, vilka i sin tur står i centrum för hela EU-projektet.
Det räcker dock inte bara med de institutionella strukturerna, utan det krävs också en politisk vilja att övervinna de inre klyftorna och de protektionistiska eller rentav nationalistiska attityderna.
 
Utskottet för utrikesfrågor bidrar till utformningen och kontrollen av en utrikespolitik som tar hänsyn till unionens intressen och unionsmedborgarnas förväntningar på säkerhetsområdet, säkerställer stabiliteten i de regioner som omger EU samt garanterar konsekvens och effektivitet. Framför allt är vi medvetna om att endast ett EU som uppträder enat kan göra unionsmedborgarnas och de olika befolkningarnas röster hörda ute i världen.
