EU Data Protection Reform - Seminar for journalists 14-15 May 2013, Room PHS 4B001

The EP Press Service is holding a seminar for journalists on 14-15.05.13 on the data protection reform of the EU, aiming to provide an overview of the ongoing legislative process following the Commission's proposals to update existing legislation. Journalists will have the opportunity to discuss with Members of the European Parliament, Commission and Council representatives and stakeholders.

Study on the Protection of Personal Data in Work-related Relations

This study looks at the possibilities to complement the general data protection framework with specific rules for employment relations. Data protection in employment relations clearly touches on labour law. The study evaluates the application of the existing general data protection framework in employment relations and considers possible options to improve it.

Civil Liberties Committee makes it easier to confiscate crooks' assets EU wide

Draft rules to make it easier for national authorities to freeze and confiscate criminals' assets across the EU were beefed up by the Civil Liberties Committee on Tuesday. However, MEPs also sought to safeguard the right to a fair trial. They also called upon member states to use confiscated assets to fight crime and for social projects. The draft law, which must still be negotiated with national governments, is part of a broader EU strategy to fight fraud and corruption.

Civil Liberties MEPs to discuss EU data protection reform

The Civil Liberties Committee will debate on Monday and Tuesday two draft laws updating the current data protection legislation. A proposal for a regulation covering the bulk of personal data processing in the EU, both online and off-line, will be discussed from 16.45 on Monday. A draft directive, concerning data processed in criminal investigations, will be debated from 12.10 on Tuesday.

Tougher rules to prevent chemicals being diverted to illegal drug production

New rules to ensure that chemicals used in industrial processes, such as manufacturing plastics, textiles, aspirin, flu and allergy remedies, dyes and perfumes, are not diverted to the illegal production of heroin, speed or crack were adopted by the Civil Liberties Committee on Wednesday and by the International Trade Committee on Thursday.

Civil Liberties Committee rejects EU Passenger Name Record proposal

A European Commission proposal to allow the use of EU air passenger name record (PNR) data in investigating serious crime and terrorist offences was rejected by Civil Liberties Committee MEPs Wednesday, by 30 votes to 25.

MEPs back deal with Council on police access to asylum seekers’ fingerprints

Member states’ police forces and Europol would gain access to asylum seekers’ fingerprints in the Eurodac database to help them fight terrorism and serious crime, under a provisional deal between Parliament and Council endorsed by the Civil Liberties Committee on Wednesday. MEPs ensured that personal data would be duly protected and that police access would be limited to cases where there is a major public security concern.

Civil Liberties Committee backs plan to improve asylum procedures

Asylum seekers would get fairer, more uniform access to international protection across the EU under a draft law agreed by Parliament and Council representatives and endorsed by the Civil Liberties Committee on Wednesday. This draft law is one of the five acts forming the backbone of the Common European Asylum System (CEAS), to be put to a plenary vote in June.

Utskottet är behörigt i frågor som rör följande områden:
 
1. Skyddet inom unionens territorium av de medborgarliga rättigheter, de mänskliga rättigheter och de grundläggande rättigheter, inklusive skydd av minoriteter, som slås fast i fördragen och Europeiska unionens stadga om de grundläggande rättigheterna.
 
2. Åtgärder som krävs för att bekämpa alla former av diskriminering, med undantag av diskriminering på grund av kön eller diskriminering på arbetsplatsen och på arbetsmarknaden.
 
3. Lagstiftning om öppenhet och skydd för enskilda när det gäller behandling av personuppgifter.
 
4. Förverkligande och fördjupning av ett område med frihet, säkerhet och rättvisa, framför allt följande:
a)    Åtgärder när det gäller personers inresa och rörlighet, asyl- och migrationsfrågor.
b)    Åtgärder som rör en integrerad förvaltning av de yttre gränserna.
c)    Åtgärder när det gäller polissamarbete och straffrättsligt samarbete.
 
5. Europeiska centrumet för kontroll av narkotika och narkotikamissbruk och Europeiska unionens byrå för grundläggande rättigheter, Europol, Eurojust och Cepol och andra organ och kontor inom samma område.
 
6. Fastslående av en klar risk för att en medlemsstat allvarligt åsidosätter principer som är gemensamma för medlemsstaterna.

Utskottet för medborgerliga fri- och rättigheter samt rättsliga och inrikes frågor ansvarar för nästan all lagstiftning som rör förändringar av EU:s politik inom området med frihet, säkerhet och rättvisa (artikel 3 i EU-fördraget) samt den demokratiska översynen av denna politik. Dessa förändringar hänger nära samman med uppgiften att genomföra stadgan om de grundläggande rättigheterna inom EU och stärka det europeiska medborgarskapet.
 
EU samarbetar inom detta område med medlemsstaterna, de nationella parlamenten, rättsväsendet och det civila samhället. Området med frihet, säkerhet och rättvisa kan följaktligen komma att utgöra kärnan i den nya EU‑rättsordningen efter Lissabonfördraget, samtidigt som de nationella rättsordningarna respekteras fullt ut (artikel 67 i EU-fördraget).
 
I syfte att nå dessa mål har en flerårig strategi, det så kallade Stockholmsprogrammet, antagits för perioden 2010–2014. I strategin fastställs flera strategiska lagstiftnings- och verksamhetsmål som särskilt, men inte uteslutande, rör medborgarskap, öppenhet, uppgiftsskydd, bekämpning av diskriminering, fri rörlighet, gränskontroll, migration, asyl, rättsligt samarbete och polissamarbete.
 
Ömsesidigt förtroende och aktivt samarbete mellan EU:s institutioner, medlemsstaterna och EU-medborgarna är förutsättningar för att målen inom detta känsliga område ska kunna uppnås. Vårt utskott kommer att göra sitt yttersta för att skapa en givande dialog med dessa nyckelaktörer så att målen i fördragen och stadgan om de grundläggande rättigheterna kan uppnås.
