  • European Council Presidency Conclusions of the Brussels European Council (25 and 26 March 2004) where the European Council emphasizes its support for the efforts of the UN Secretary General Annan to help the parties to bring about a comprehensive settlement of the Cyprus problem.
     
  • Conclusions of the meeting of the General Affairs Council of 26 April 2004  following the referendum on the United Nations settlement plan on 24 April. 
     
  • Protocol 10 of the Accession Treaty 2003 : suspends EU legislation in the areas in which the Government of Cyprus does not exercise effective control. The suspension affects for example customs and fiscal matters, not the personal rights of Turkish Cypriots, which are considered by the EU as citizens of a Member State, the Republic of Cyprus, even though they may live in the areas not under government control.
     
  • Green line regulation In order to manage the "Green Line" that separates the government-controlled areas from the rest of the island this Regulation deals with the movement of persons and goods across the line. 
    It was last amended on 16 June 2008: 
    Council Regulation (EC) No 587/2008 of 16 June 2008 amending Regulation (EC) No 866/2004 on a regime under Article 2 of Protocol 10 to the Act of Accession concerning rules on goods, services and persons crossing the Green Line in Cyprus.

    The Regulation is monitored by the European Commission, DG Enlargement, Taskforce for the Turkish Cypriot Community, which prepares a report each year : Annual report on the implementation of the Green Line Regulation (2007) and  Annual Report  on the implementation of Council Regulation (EC) 866/2004 (2008)
     
  • Support programme for the Turkish Cypriot Community : The regulation on establishing a legal instrument for encouraging the economic development of the Turkish Cypriot community (“ Aid Regulation ”). The budget is 259 million euros.
    Council Regulation (EC) No 389/2006 of 27 February 2006 establishing an instrument of financial support for encouraging the economic development of the Turkish Cypriot community and amending Council Regulation (EC) No 2667/2000 on the European Agency for Reconstruction.

  • Direct Trade Regulation proposal : draft regulation on special conditions for trade with those areas of the Republic of Cyprus in which the Government of the Republic of Cyprus does not exercise effective control. The proposal has not yet been adopted.
