Presentation and competencies
 

Relations between the European Parliament and the Afghan Wolesi Jirga (Lower House) were inaugurated during the 2004-2009 legislature. A first Delegation of the European Parliament visited the country in July 2005, aiming at understanding the political situation before the first parliamentary elections took place. The Delegation believes that the European Parliament as a democratically directly elected body should accompany and scrutinise the EU's involvement in Afghanistan. To this end, the Delegation holds regular meetings in cooperation with parliamentary committees inviting stakeholders from other EU institutions, international and civil society organisations and academia. Meetings cover topics such as security and the peace process, migration, economic and social development, human rights issues, rule of law, good governance and regional cooperation. Regular interparliamentary exchanges between the European Parliament and the Afghan Wolesi Jirga are hampered by the delicate security situation in the country. Nonetheless, during its visit to Kabul from 20-22 February 2017, the Delegation exchanged views with the EU Friendship Group of the Wolesi Jirga and the Speaker of the Mesherano Jirga (Upper House), holding intensive meetings covering a broad range of issues.
