Rules of the EU-Kazakhstan Parliamentary Cooperation Committee

RULES OF PROCEDURE
of the Republic of Kazakhstan - European Union Parliamentary Cooperation Committee

THE REPUBLIC OF KAZAKHSTAN - EUROPEAN UNION PARLIAMENTARY COOPERATION COMMITTEE (hereinafter referred to as 'the Committee')

- having regard to the Agreement on Partnership and Cooperation between the Republic of Kazakhstan, of the one part, and the European Communities and their Member States, of the other part, signed at Brussels on 23 January 1995, and in particular Articles 7 and 81-83 thereof,

- whereas the Agreement entered into force on 1 July 1999,


HEREBY LAYS DOWN THE FOLLOWING RULES OF PROCEDURE:

Rule 1

The task of the Committee shall be to consider all aspects of relations between the Republic of Kazakhstan and the European Communities and, in particular, the implementation of the Agreement on Partnership and Cooperation.

Rule 2

The Committee shall be composed of an agreed number of members appointed by the European Parliament and the Parliament of the Republic of Kazakhstan [Kazakh Parliament].

The term of office of the members shall be decided in accordance with the rules and practice, respectively, of the European Parliament and the Kazakh Parliament.

Rule 3

The Bureau of the Committee shall consist of the chairman of the delegation of the European Parliament, the chairman of the delegation of the Kazakh Parliament (hereinafter referred to as the co-chairmen) and two vice-chairmen from each delegation.

The Committee shall be presided in turn by the chairman of the European Parliament delegation and the chairman of the Kazakh Parliament delegation. The chairman shall, where necessary, be replaced by the first or second vice-chairman of the delegation.

Rule 4

On a proposal from the Bureau of the Committee, recommendations may be made to the Cooperation Council, the relevant committee of the European Parliament and the Kazakh Parliament or its relevant committees.

The recommendations shall be considered and approved if they receive the support of a majority of the members of the European Parliament delegation and of the Kazakh Parliament delegation.

Rule 5

The Committee shall meet once a year, alternately in one of the places of work of the European Parliament and in the Republic of Kazakhstan.

A draft agenda, which shall be drawn up by the co-chairmen, shall be sent to members of the Committee two weeks prior to a scheduled meeting.

Meetings shall be held in public, unless the Committee decides otherwise.

Rule 6

Together with members of the Committee, Members of the Council of Ministers of the European Communities and Members of the European Commission may attend and speak at meetings that are held in public. Other persons may be invited to attend meetings by the co-chairmen.

Rule 7

The Secretariat of the Committee shall be provided jointly by the Secretariat of the European Parliament, in collaboration with officials designated by the Kazakh Parliament.

Minutes shall be drawn up by the Committee Secretariat after each meeting of the Committee for approval at the opening of the following meeting.

Rule 8


Members of the Committee may address meetings of the Committee in an official language of the European Union, Kazakh or Russian. Translation and interpretation shall be provided on the basis of decisions of the Committee Bureau and in accordance with the rules of the European Parliament.

Rule 9

The travel expenses and subsistence allowances of Committee members and officials accompanying them shall be reimbursed by the parliament that has sent them.

Other expenses incurred in connection with a meeting and activities of the Committee shall be apportioned between the European Parliament and the Kazakh Parliament.

Rule 10

Amendments to these rules proposed by the Committee shall be submitted for consideration to the Bureau of the European Parliament and the corresponding body of the Kazakh Parliament. The Committee shall adopt amendments and additions to the Rules of Procedure by a majority of the votes of the total number of each of the Parties.
