The European Union‑Montenegro Stabilisation and Association Parliamentary Committee (SAPC) held its 17th meeting in Strasbourg on 13 March 2019, under the co-chairmanship of Mr David MARTIN, Chairman of the European Parliament's Delegation to the EU-Montenegro SAPC and of Mr Ivan BRAJOVIĆ, President of the Parliament of Montenegro. It held an exchange of views with:

  • Mr Aleksandar DRLJEVIĆ, Chief Negotiator for Montenegro's accession to the European Union, on behalf of Government of Montenegro
  • Mr Thomas HAGLEITNER, Head of Unit for Montenegro in the DG Neighbourhood and Enlargement Negotiations, on behalf of the European Commission
  • Ms Gabriela CIOT, State Secretary for European Union, on behalf of the Romanian Presidency
  • Ms Maura CLUNE, Alternate Chair of the Council Working Party on the Western Balkans Region, on behalf of the European External Action Service

The Committee addressed the following subjects:

  • State of play of the accession negotiations, progress in rule of law and media freedom and EU-Montenegro relations, in the presence of representatives of the Montenegrin Government, the Presidency-in-Office of the Council of the EU and the European Commission;
  • Activities of the Committee on Further Reform of Electoral and Other Legislation;
  • Sustainability and challenges of economic and fiscal reforms.

The European Union‑Montenegro Stabilisation and Association Parliamentary Committee (SAPC) held its 16th meeting in Strasbourg on 14-15 November 2018, under the co-chairmanship of Mr David MARTIN, Chairman of the European Parliament's Delegation to the EU-Montenegro SAPC and of Mr Ivan BRAJOVIĆ, President of the Parliament of Montenegro. It held an exchange of views with:

  • H.E. Ana JANKOVIĆ, Austrian Ambassador to Montenegro, on behalf of the Presidency-in-Office of the Council

The Committee addressed the following subjects:

  • State of play of the accession negotiations and EU-Montenegro relations, in the presence of representatives of the Montenegrin Government, the Presidency-in-Office of the Council of the EU and the European Commission;
  • Activities of the Parliament of Montenegro on improving the overall electoral environment;
  • Progress and results in judiciary reform and the fight against organised crime and corruption;
  • Fundamental rights and freedoms, including free and professional work of the media;
  • Role of Montenegro in regional cooperation and its contribution to stability in the Western Balkans;
  • Economic performance;
  • Sustainable development and environmental protection.

15th EU-Montenegro SAPC meeting, Podgorica, 16-17 July 2018

The European Union‑Montenegro Stabilisation and Association Parliamentary Committee (SAPC) held its 15th meeting in Podgorica on 16-17 July 2018, under the co-chairmanship of Mr Ivan BRAJOVIĆ, President of the Parliament of Montenegro and Mr Peter KOUROUMBASHEV, Vice-Chairman of the European Parliament's Delegation to the EU-Montenegro SAPC. It held an exchange of views with:

  • Mr Aleksandar Drljević, Chief Negotiator for Montenegro's Accession to the European Union,on behalf of Government of Montenegro;
  • H.E. Dr. Anna Jankovic Ambassador of Austria to Montenegro, on behalf of the Presidency-in-Office-of the Council of the European Union;
  • H.E. Aivo Orav, EU Ambassador, on behalf of the European Commission;

The Committee addressed the following subjects:

  • State of play of the accession negotiations and EU-Montenegro relations;
  • Role of the Parliament in strengthening democratic processes and electoral reform;
  • Rule of law, judiciary and fight against corruption;
  • Fundamental rights and freedoms, with focus on the free and professional work of media and the protection of private property;
  • Good-neighbourly relations and regional co-operation;
  • Economic development;

14th EU-Montenegro SAPC meeting, Podgorica, 18 December 2017

The 14th EU-Montenegro Stabilisation and Association Parliamentary Committee was held in Podgorica on 18 December 2017.

Points on the draft agenda included:

•State of play of the accession negotiations and EU-Montenegro relations, in the presence of:
- representatives of the Montenegrin Government,
- the Presidency-in-Office of the Council of the EU,
- the European Commission.

•Functioning of the Parliament and electoral reform ahead of the upcoming elections

•Track record in fight against corruption and organised crime

•Fundamental rights and freedoms, with focus on media freedom

•Economy and public finances

13th EU-Montenegro SAPC meeting, 14 June 2017, Strasboug

The 13th EU-Montenegro Stabilisation and Association Parliamentary Committee was held on 14 June 2017 in Strasbourg.

Points on the draft agenda included:
  • State of play of the accession negotiations and EU-Montenegro relations, in the presence of:
    - representatives of the Montenegrin Government,
    - the Presidency-in-Office of the Council of the EU, and
    - the European Commission.
  • Conduct of the last parliamentary elections and functioning of the Parliament
  • Fundamental rights
  • Social Policy & Employment
  • Justice, freedom and security.

12th EU-Montenegro SAPC meeting, 19-20 May 2016, Podgorica

The 12th European Union - Montenegro Stabilisation and Association Parliamentary Committee (SAPC) was co-chaired by
  • Mr Ranko KRIVOKAPIĆ, Chairman of the Montenegrin Parliament Delegation and
  • Ms Anneliese DODDS, Chairwoman of the European Parliament Delegation.

The meeting included an exchange of views with:

  • Mr Duško MARKOVIĆ, Deputy Prime Minister for Political System, Internal and Foreign Policy
  • Mr Branimir GVOZDENOVIĆ, Minister of Sustainable Development and Tourism, on behalf of Government of Montenegro
  • H.E. Mr Hendrik VAN DEN DOOL, Ambassador of the Netherlands to Montenegro, on behalf of the Presidency of the Council of the European Union
  • H.E. Mr Mitja DROBNIČ, EU Ambassador, on behalf of the European Commission.

The Committee addressed:

  • the accession negotiations and EU-Montenegro relations,
  • follow up to recommendations adopted during the 11th SAPC meeting in Strasbourg,
  • the rule of law including implementation of the electoral legislation,
  • fundamental rights, with focus on gender equality and rights of the child,
  • environmental and energy policy,
  • the fight against corruption in connection to the economic development.

11th EU-Montenegro SAPC meeting, 16-17 December 2015, Strasbourg

The European Union - Montenegro Stabilisation and Association Parliamentary Committee (SAPC) held its 11th meeting in Strasbourg on 16-17 December 2015, co-chaired by Mr Ranko KRIVOKAPIĆ, President of the Parliament of Montenegro, for the Montenegrin Parliament Delegation and Ms Anneliese DODDS for the European Parliament Delegation.

It held an exchange of views with:
  • Mr Nicolas SCHMIT, Minister of Labour, Employment and the Social and Solidarity Economy, on behalf of the Luxemburgish Presidency-in-Office of the Council;
  • Ambassador Ivan LEKOVIĆ, Mission of Montenegro to the European Union, on behalf of Government of Montenegro;
  • Mr Dirk LANGE, Head of Unit for Montenegro in the Directorate General for Neighbourhood and Enlargement Negotiations, on behalf of the European Commission.

The Committee addressed the following subjects:
  • State of play of the accession negotiations and EU-Montenegro relations
  • Recent protests in Podgorica
  • Rule of law including electoral legislation
  • Protection of fundamental rights and freedoms
  • Sustainable development and the protection of the environment
  • Fiscal policy, including tax avoidance at global and national levels.
