Situation of the Guarani-Kaiowá in the state of Mato Grosso do Sul

The European Parliament adopted a resolution on the situation of the Guarani-Kaiowá in the Brazilian state of Mato Grosso do Sul.

The resolution was tabled by the EPP, S&D, ECR, ALDE, Greens/EFA, GUE/NGL and EFDD groups.

Members recalled that according to official data, over the past 14 years at least 400 indigenous people and 14 indigenous leaders have been murdered, including Simiao Vilharva and Clodiodi de Souza, in their attempts to reclaim their ancestral lands in peaceful protests.

Members strongly condemned the violence perpetrated against the indigenous communities of Brazil, and deplored the poverty and human rights situation of the Guarani-Kaiowá population in Mato Grosso do Sul.

They called on the Brazilian authorities to take immediate action to protect indigenous people's security and to ensure that independent investigations are carried out.

The European Parliament adopted a resolution tabled by the Committee on the Environment, Public Health and Food Safety on the Zika virus outbreak.

The Zika virus has been largely recorded in Brazil. Members pointed out that as of 9 February 2016, no cases of autochthonous Zika virus transmission have been reported on the European continent but a few cases have been reported in European outermost regions. Imported cases of Zika virus infection have also been reported in several European countries.

This being so, Parliament felt that there is a real threat of transborder transmission of the Zika virus infection caused by infected travellers and global commerce. Since neither treatment nor vaccines are available, and since the mosquitoes that spread the Zika virus bite both indoors and outdoors, prevention is currently based on personal protection measures.

Scientific and technological cooperation between the European Community and Brazil

The European Parliament adopted a legislative resolution on the draft Council Decision concerning the renewal of the Agreement for scientific and technological cooperation between the European Community and the Federative Republic of Brazil.

The European Parliament consents to the renewal of the Agreement.

Extradition of Cesare Battisti

Following adebate which took place on the same day, the European Parliament adopted a resolution on Brazil: extradition of Cesare Battisti.

The resolution had been tabled by the EFD, ALDE, EPP, S&D and ECR groups.

Parliament recalls that Cesare Battisti, an Italian citizen, was found guilty at seven trials and convicted in absentia , in final judgements handed down by the Italian courts, of four murders and of involvement in an armed group, robbery and possession of firearms, and sentenced to two terms of life imprisonment.

The latter went into hiding until he was arrested in Brazil in March 2007. The Brazilian Supreme Court in November 2009 decided to allow the extradition of Cesare Battisti and authorised the incumbent President of Brazil to release the prisoner to Italy, but this was refused by the then-incumbent President.

Parliament notes that that decision is being challenged by the Italian Government before the Brazilian Supreme Court [...]

EU-Brazil strategic partnership

The European Parliament adopted by 472 votes to 40, with 60 abstentions, a resolution on the European Union-Brazil Strategic Partnership.

The resolution addresses a number of recommendations to the Council, aimed at strengthening the EU-Brazil Strategic Partnership.

The main recommendations addressed to the Council include:

  • the Strategic Partnership should form part of the bi-regional approach to, and of the global view of, relations between the European Union, Latin America and the Caribbean, as decided on at the EU-Latin America and Caribbean (LAC) summits;
  • the Strategic Partnership should provide fresh impetus for the conclusion of the EU-Mercosur Association Agreement;
  • the focus of the Strategic Partnership's political agenda should include the promotion of joint strategies to tackle global challenges [...]
