Delegation to the EU-Moldova Parliamentary Association Committee : Inter-parliamentary meetings

6th EU-Moldova Parliamentary Association Committee, 5 April 2018, Chişinău, Moldova 

Under the co-chairmanship of Mr Andi Cristea, on behalf of the European Parliament, and of Mr Eugen Carpov on behalf of the Parliament of the Republic of Moldova, the sixth meeting of the EU-Moldova Parliamentary Association Committee (PAC) was held in Chişinău on 5 April 2018.

The following items were discussed:

- EU-Moldova relations and the state of play of the Association Agreement´s implementation and reforms in selected areas:

· State of implementation of the national action plan of the Republic of Moldova on the AA implementation for 2017-2019;

· Cooperation with civil society in AA implementation;

· State of play of reforms in the field of justice, public administration reform and fight against corruption;

· State of play of reforms in the economic field; in particular improvement of the business climate;

· Respect for human rights and fundamental freedoms, including media freedom and audiovisual reform.

- Financial Services and the current situation in the banking system;

- EU assistance, including the monitoring of the joint statement by the European Parliament, Council and Commission related to the macro-financial assistance to the Republic of Moldova;

5th EU-Moldova Parliamentary Association Committee, 25-26 October 2017, Strasbourg 

Under the co-chairmanship of Mr. Andi Cristea, on behalf of the European Parliament, and of Mr Iurie Leancă, on behalf of the Parliament of the Republic of Moldova, (hereinafter 'Moldova'), the fifth meeting of the EU-Moldova Parliamentary Association Committee (PAC) was held in Strasbourg on 25-26 October 2017.

The following items were discussed:

- Exchange of views on EU-Moldova relations and the state of play of the Association Agreement´s implementation and reforms in selected areas:
a) National action plan of the Republic of Moldova on the implementation of the Moldova - European Union Association Agreement for 2017-2019
b) Energy Cooperation
c) Public Administration reform
d) Trade and trade related matters
e) Financial Services and the current situation in the banking system
f) Respect for human rights and fundamental freedoms, in particular media freedom

- Exchange of views on the decision to provide macro-financial assistance to the Republic of Moldova and the monitoring of the joint statement by the European Parliament, Council and Commission

- Exchange of views on the Reform of the Electoral System for the parliamentary elections in Moldova
- Preparation of the 6th Ordinary Session of the Euronest PA in Kiev on 30 October 2017- 1st November 2017 and the Eastern Partnership Summit in November 2017
- Cooperation with the civil society in implementing the reform agenda





4th EU-Moldova Parliamentary Association Committee, 22 May 2017, Chisinau 

The fourth meeting of the EU-Moldova Parliamentary Association Committee (PAC) was held in Chisinau on 22 May 2017, co-chaired by Mr. Andi Cristea, on behalf of the European Parliament, and of Mr Mihail Ghimpu, on behalf of the Parliament of the Republic of Moldova.

The meeting was opened by Speaker of the Moldovan Parliament Adrian Candu. A particular focus of the meeting was placed on progress of reforms, electoral reform, and on the conditionality of Macro-Financial Assistance to be delivered by the EU to Moldova. Also human rights issues and media freedom were discussed at length.

A "Final Statement and Recommendations" was adopted at the conclusion of the meeting. Among the topics the text addressed:
  • the EU-Moldova Association Agreement (AA) with its Deep and Comprehensive Free Trade Area (DCFTA)
  • the 2017-2019 National Action Plan on implementing the (AA) and of the annual legislative programme
  • Moldova's European perspective
  • the statement issued at by the Association Council of 31 March 2017, and the Association Implementation Report of 13 March 2017
  • fight against corruption
  • reform of the justice system
  • comprehensive assistance provided by the EU
  • electoral process reform
  • a new National Human Rights Action Plan
  • transparency of media ownership and media pluralism
  • the Transnistria conflict.

3rd EU-Moldova Parliamentary Association Committee, 14-15 December 2016, Strasbourg 

The third meeting of the EU-Moldova Parliamentary Association Committee (PAC) was held in Strasbourg on 14-15 December 2016, co-chaired by Mr. Andi Cristea, on behalf of the European Parliament, and of Mr Mihail Ghimpu, on behalf of the Parliament of the Republic of Moldova.

They discussed inter alia the state of play of EU-Moldova relations against the background of the recently held presidential elections, the implementation of the reform roadmap, the resumption of cooperation with IMF and the investigation into the banking fraud.

A "Final Statement and Recommendations" was adopted at the conclusion of the meeting. Among the text's topics:
  • the EU-Moldova Association Agreement with its Deep and Comprehensive Free Trade Area
  • Moldova's European perspective
  • the Eastern Partnership
  • government efforts to continue reforms
  • roadmap on priority actions for reform and a new government 82-point plan
  • coordination mechanisms and resources within Moldova's parliament
  • the 2016 budget
  • the National Bank of Moldova and the National Commission for Financial Markets
  • the Public Administration Reform Strategy
  • the fight against corruption and implementation of judicial reform
  • the draft Audiovisual Code
  • new law on energy
  • OSCE/ODIHR recommendations
  • Moldova's civil society.

2nd EU-Moldova Parliamentary Association Committee, 18 May 2016, Chisinau 

The second meeting of the EU-Moldova Parliamentary Association Committee (PAC) was held in Chisinau on 18 May 2016, co-chaired by Mr. Andi Cristea on behalf of the European Parliament and of Mr Mihail Ghimpu on behalf of the Parliament of the Republic of Moldova.

In addition to the delegates, guests included:
  • Ms Daniela MORARI, Deputy Minister of External Affairs and European Integration
  • Mr Pirkka TAPIOLA, Head of the Delegation of the EU to the Republic of Moldova.
Topics addressed in the dicussions included:
  • EU-Moldova relations and recent political developments in the Republic of Moldova

  • Discussion on selected reform areas:
    - Reform of the justice sector
    - Fight against corruption
    - Respect for human rights and fundamental freedoms, in particular media freedom
    - Electoral reform and laws on political parties
    - Economic and financial governance (Situation in the economic and social area)
    - Public administration reform

  • Cooperation with civil society in implementing the reform agenda.
A Final Statement and Recommendations were adopted at the conclusion of the meeting.

1st EU-Moldova Parliamentary Association Committee, 21-22 September 2015, Brussels 

The first meeting of the EU-Moldova Parliamentary Association Committee (PAC) was held in Brussels on 21-22 September 2015, co-chaired by Mr. Andi Cristea on behalf of the European Parliament and of Mr Vladimir Filat on behalf of the Parliament of the Republic of Moldova.

Topics addressed included:
  • EU-Moldova relations and recent political developments in the Republic of Moldova

  • The situation in Transnistrian region and progress of the "5+2" format negotiations

  • Regional cooperation and Moldova's relations with its neighbors and the Russian Federation

  • Role of parliaments in the oversight of international agreements / EP democracy support programme

  • Implementation of Association Agreement and Moldova's European reform agenda

  • EU assistance in support to the implementation of the Association Agreement

  • First consideration of the draft Rules of Procedure for the EU-Moldova Parliamentary Association Committee.

The Committee adopted a Final Statement and Recommendations at the conclusion of the meeting.
