15th EU-Russia PCC meeting, 21-22 January 2013, Brussels

The fifteenth meeting of the EU-Russia Parliamentary Cooperation Committee (PCC) was held on 21-22 January 2013 in Brussels.

The programme included:
  • Introductory statements on the "State of play of EU-Russia relations and follow-up of the EU-Russia Summit" by:
    - the Co-Chairmen of the PCC
    - the representative of the Office of the High Representative of the European Union for Foreign Affairs and Security Policy / Vice-President of the European Commission
    - the Russian Mission to the EU on behalf of the Russian government
  • Follow-up of the work of the 1st 2012 Working Group on "Russia after parliamentary and presidential elections" and "migration policy in the EU and in Russia"
  • Follow-up of the work of the 2nd 2012 Working Group on "Common responsibility in the world; security and foreign policy".
  • Follow-up of the works of the 3rd 2012 Working Group on "Civil society and its role in a modern state"
  • Discussion and preliminary approval of the draft Rules of Procedure of the EU-Russia PCC
  • Adoption of a joint statement
  • Approval of a revised calendar of activities for 2013, including Working Groups' themes.

EU-Russia PCC Working Group meeting, 8-9 October 2012, Brussels

The EU-Russia Parliamentary Cooperation Committee Working Group met in Brussels on 8-9 October 2012.

The meeting included:
  • Opening statements by:
    - Mr Knut FLECKENSTEIN, Co-Chair of the EU-Russia Parliamentary Cooperation Committee
    - Mr Sergey ZHELEZNYAK, Co-Chair of the EU-Russia Parliamentary Cooperation Committee
  • First session on "EU and Russian cooperation in security and foreign policy: Common responsibility in the world", an exchange of views with:
    - HE Mr Sergey KOPYRKIN, Minister Plenipotentiary, Deputy Head of the Russian Mission to the EU, on behalf of the Government of the Russian Federation
    - Mr Gunnar WIEGAND, Director for Russia, Eastern Partnership, Central Asia, Regional Cooperation
  • Second session on "NATO-Russia cooperation and missile defence", an exchange of views with:
    - HE Mr Nicolay KORCHUNOV, Acting Permanent Representative of the Russian Federation to NATO
    - HE Mr Dirk BRENGELMANN, Assistant Secretary General for Political Affairs and Security Policy, NATO
    - Mr Jan TECHAU, Director of Carnegie Europe.

D-RU Working Group IPM and visit, 29-31 August 2012, Saint Petersburg

Delegation to the EU-Russia Parliamentary Cooperation Committee (D-RU) Chair Knut Fleckenstein, First Vice-Chair Werner Schulz and 9 additional members travelled to Saint Petersburg on 29-31 August 2012 for an IPM and working group visit.

The EP Delegation held meetings with the LGBT movement, the EU diplomatic corps accredited in Saint Petersburg, the European Club and representatives of various Russian NGOs.

The visit of the EU-Russia PCC Working Group in Saint Petersburg allowed Members to discuss with their Russian counterparts the problems of the civil society in Russia.

Its timing was crucial as it took place right after the adoption of the law on NGOs by the Russian Duma and before its entry into force. It therefore allowed spreading information about the planned implementation of the law to the numerous NGO organisations present during the meeting.

Additionally it was used as a parliamentary platform of discussion with the civil society in the light of the EU-Russia Civil Society Forum which took place in Saint Petersburg on 4 October 2012.

EU-Russia PCC Working Group meeting, 4-5 April 2012, Moscow

The EU-Russia PCC Working Group travelled to Moscow for meetings on 4-5 April 2012.

The programme included:
  • A briefing by the EU ambassadors on the state of play of the EU-Russia relations after the presidential and parliamentary elections
  • Opening statements by:
    - Mr Oleg V. MOROZOV, Deputy Speaker of the Duma
    - Mr Knut FLECKENSTEIN, Co-Chair of the EU-Russia Parliamentary Cooperation Committee
    - Mr Andrey KLIMOV, Co-Chair of the EU-Russia Parliamentary Cooperation Committee
  • First session on "Russia after parliamentary and presidential elections", an exchange of views with (tbc):
    - representatives of officially registered political parties which did not enter the State Duma (Yabloko, Pravoe Delo, Patrioty Rossii)
    - CEC officials
    - Golos election observation watchdog
    - representatives of Committee on International Affairs of the State Duma
  • Second session on "Migration policy in the EU and in Russia", an exchange of views with:
    - Ministry of Foreign Affairs and Federal Migration Service representatives.
The working group also met with
  • representatives of the "white ribbon movement"
  • the Carnegie Center.
