Janusz Lewandowski (EPP, Poland), Chair of the delegation for relations with Iran, welcomed a six-member delegation from the Iranian Majlis to Brussels for the 7th EP-Iran Interparliamentary Meeting (IPM). The IPM took place on Thursday 6 September.
The main topics addressed in the meeting were recent political developments in the EU and Iran, the Joint Comprehensive Plan of Action, the security situation in the Middle East and Central Asia, the Human Rights dialogue, social policies and cooperation on refugees.
The delegation also visited the library of the European Parliament and the House of European History.

6th EP-Iran Interparliamentary meeting, Tehran and Isfahan, November 25-27th, 2017

The Delegation of the European Parliament for the relations with the Islamic Republic of Iran has just returned from a three day high-level visit in Tehran and Isfahan.

Led by Janusz Lewandowski (EPP, PL) and composed by four more MEPs from Austria, Germany and Italy, the delegation held the 6th EU/Iran Inter-Parliamentary Meeting with their counterparts from the Majlis (Parliament). They had an intensive agenda of meetings, including with the Speaker of the Majlis Ali Larijani, the Minister for Foreign Affairs Mohammad Javad Zarif, the Minister for the Interior, Abdolreza Rahmani Fazli, the head of the Human Rights Committee of Judiciary system of Iran, Dr Mohammad Javad Larijani, the head of the women's fraction of the Majlis, Mrs Salahshoori, the Chair of the Legal & Judiciary Committee, Mr Malekshahi. The Delegation also had extensive meetings with the representatives of the religious minorities represented in the Iranian parliament and with NGO's active on environmental and drug-related issues.

In a one-day visit to Isfahan, the MEPs met the local Jewish Community to discuss the situation of this minority in Iran, visited the Rehan screening Centre for Afghan refugees and paid a tribute to the memorial of Polish refugees who found shelter in this city during World War II.

Assisted by the valuable support from the Embassy of Bulgaria (current EU Presidency in Iran) , the delegation proved to be an excellent platform for an open, frank and constructive dialogue with Iran, in addressing key topics such as the implementation of the JCPOA, the development of trade relations, the remarkable assistance provided by Iran to Afghan refugees, the controversial new Iranian missile programme and the delicate regional security situation. Special focus went to the situation of human rights in Iran, notably the death penalty and the new legislation reducing its use for drug-related crimes and for minors, the dual nationality prisoners, and the rights of minorities.

The EP delegation confirmed the overall EU role in Iran and the need for a strong engagement and dialogue with a crucial partner, also through the development of direct inter-parliamentarian relations.

5th EP-Iran inter-parliamentary meeting, May 2015, Brussels

The fifth inter-parliamentary meeting held between the European Parliament (EP) and the Majlis of the Islamic Republic of Iran took place on 6-7 May 2015 in Brussels.

Exchanges of views were held on several topics, including:
  • human rights in Iran,
  • the situation of minorities in Iran.

4th EP-Iran inter-parliamentary meeting, December 2013, Tehran

Delegation for relations with Iran (D-IR) travelled to Iran on 12-17 December 2013.

At the delegation's meeting in Strasbourg on 15 January 2014, the Chair gave an overview of the trip, noting that meetings were held with:
  • the 2012 Sakharov prize winners, Jafar Panahi and Nasrin Sotoudeh;
  • Majlis representatives, including women MPs, religious minority MPs, members of the opposition, who actually are government supporters;
  • Iran's Foreign Minister, Mr Zarif;
  • Dr Nahavandian, President Rouhani's Chief of Staff;
  • Dr Larijani, Head of the Human Rights Commission and a self-proclaimed "hardliner".
In all meetings, the Chair said, the underlying message was that dialogue is welcome if Iranians are treated as equal partners, and with dignity, and that there should be no double standards, pre-conditions and imposition of values which they do not subscribe to.

3rd EP-Iran inter-parliamentary meeting, November 2008, Brussels

The 3rd inter-parliamentary meeting between the European Parliament (EP) and the Majlis of the Islamic Republic of Iran was held on 4-5 November 2008 in Brussels.

In addition to the inter-parliamentary meeting between the two delegations, a series of dialogues took place between the Iranian Members and representatives of the European Parliament's groups.

The President of the EP received the Iranian Delegation for a courtesy call on 4 November and, on 5 November, the Iranian Delegation also took part in the meeting of the EP's Committee on Foreign Affairs, where it was welcomed by Chairman Jacek Saryusz-Wolski and had the opportunity of attending the Committee's dialogue with the EU High Representative, Javier Solana.

Working sessions addressed:
  • global and regional security, in particular with regard to Iraq, Afghanistan, Pakistan, the Caucasus,
  • nuclear non-proliferation and energy,
  • human rights and protection of minorities,
  • developing EP/Majlis relations.

2nd EP-Iran inter-parliamentary meeting, December 2007, Tehran

Ms Angelika BEER, Chair of the Delegation for relations with Iran, provided a report on the 2nd inter-parliamentary meeting held between the European Parliament (EP) and the Majlis of the Islamic Republic of Iran, which took place on 7-9 December 2007 in Tehran.

Ms Beer wrote: "The establishment of a regular dialogue, after the 1st Interparliamentary meeting held in October 2006 in Brussels, can be regarded as a considerable success, since it institutes an important channel of communication between the EU and Iran."

Meetings were held with:
  • UN agencies and civil society
  • Dr. MOHAMMADI, Chair of the Subcommittee on Freign Relations, and other members of the Majlis
  • Drugs Control Centre
  • Iranian Chamber of Commerce, Industries and Mines
  • Foreign Affairs Minister Dr Manouchehr MOTTAKI
  • Majlis members representing recognised religious minorities
  • Majlis Speaker Dr Haddad ADEL
  • Mr Alaeddin BUROUDJERDI, Chair of the Foreign Policy and National Security Committee.

1st EP-Iran inter-parliamentary meeting, October 2006, Brussels

Ms Angelika BEER, Chair of the Delegation for relations with Iran, provided a report on the 1st inter-parliamentary meeting held between the European Parliament (EP) and the Majlis of the Islamic Republic of Iran, which took place on 9-10 October 2006 in Brussels.

Ms Beer wrote: "It is a matter of great satisfaction, as well as an important political signal, that a parliamentary exchange with the Majlis has been established; in view of the importance of subjects discussed, this dialogue should be maintained in the future, if possible on a regular basis."

Working sessions addressed:
  • EU-Iran relations, including
    - trade relations,
    - Iran's accession to the WTO,
    - EU-Iran cooperation,
    - nuclear negotiations,
    - human rights issues;

  • Middle East and regional security, including
    - developments in Middle East (including Iraq, Afghanistan),
    - the fight against terrorism and drug trafficking.
