5th EP-Afghanistan IPM, December 2018, Kabul

Meeting in Kabul on 18 December 2018 as 5th Afghanistan/EU Inter-Parliamentary Meeting, the Wolesi Jirga delegation and the EP delegation hold a deep and fruitful discussion both on the current situation in Afghanistan and on the bilateral Afghan/EU relations.

The two parties agreed on the importance of the parliamentary and democratic process of Afghanistan, this being a crucial element in the stabilization of the country and in providing freedom and security to each citizen.

The parliamentarians expressed their support to an inclusive and Afghan led reconciliation process, based on the respect of rule of law and human rights and aimed to reach a sustainable peace and development for the country.

As unique direct representatives of citizens, the members of parliaments discussed the common agenda of Afghanistan and the European Union, covering issues such as fight against corruption and impunity, sound coordination of donors, drug production, fighting extremism, tackle climate changes and the regional implications of the Afghan situation.

The two parties believe that the Afghanistan/EU Cooperation Agreement and Partnership and Development will be a cornerstone in further strengthening mutual relations.


The two sides also confirmed the friendship of the Afghan and European citizens and the cooperation between the European Parliament and the Wolesi Jirga.

4th EP-Afghanistan IPM, February 2017, Kabul

Members of the Delegation for relations with Afghanistan (D-AF) travelled to Afghanistan to meet with members of the Wolesi Jirga EU Friendship Group in Kabul on 21 February 2017. The joint declaration of this third inter-parliamentary meeting expressed the delegations' willingness to:
  • reaffirm their friendship and their lasting commitment to strengthening the stability of the democratic institutions, the security of the country and the welfare of the population in Afghanistan;

  • support the Afghan efforts for an inclusive process of reconciliation, based on the respect of rule of law and human rights and aimed to overcome the decades of insecurity in the country;

  • stress the importance of human and social-economic development, including the access to education to all sectors of the population and the strengthening of an economic framework to encourage investments, raise revenue and allocate finances [...]

3rd EP-Afghanistan IPM, February 2009, Brussels

The third interparliamentary meeting between a Delegation of members of the Wolesi Jirga of the Islamic Republic of Afghanistan and the European Parliament's Delegation for relations with Afghanistan was held in Brussels on 10-12 February 2009.

The Delegation of members of the Afghan Parliament to Brussels was led by Mr Salih Mohammad Saljoqi, Member for Herat Province, Secretary of the Lower House of the Afghan Parliament, the Wolesi Jirga. He was accompanied by eight other members of the Parliament and by five officials including Mr Ghulam Hassan Gran, Secretary General of the Wolesi Jirga.

The topics covered in meetings included:
  • democracy and governance and
  • budgetary oversight.
In addition to meeting with the Delegation for relations with Afghanistan, the visiting delegation met with:
  • Mr Hans-Gert Pöttering, President of the European Parliament,
  • Mr Harald Rømer, Secretary-General of the European Parliament,
  • Mr Dirk Toornstra, Director Office for the Promotion of Parliamentary Democracy.

2nd EP-Afghanistan IPM, April 2008, Kabul

Nine members of the Delegation for relations with Afghanistan (D-AF), as well as two members of the Subcommittee on Security and Defence and one member of the Committee on Budgetary Control, the EP rapporteur for Afghanistan, travelled to Afghanistan for the second inter-parliamentary meeting with the Wolesi Jirga.

The report on the trip provides a summary of the programme and the discussions.

According to the report:

"This visit combined a fact-finding mission with both a traditional interparliamentary meeting and an initial phase of assistance, in the form of exchanges of experience with members of the Wolesi Jirga.

"The mission's very full programme included meetings with the main government ministers, President Karzai, the Speakers of both Chambers and most of the Chairpersons as well as numerous members of the Wolesi Jirga's committees, EU ambassadors and representatives plus the High Representative of the Council and representatives of international organisations (UN and agencies, World Bank), NATO and many NGOs."

1st EP-Afghanistan IPM, November 2007, Brussels

The first inter-parliamentary meeting between members of a delegation of members of the Wolesi Jirga of the Islamic Republic of Afghanistan and the European Parliament's delegation for relations with Afghanistan was held in Brussels on 27-29 November 2007.

The Afghan Parliament's delegations was led by Mr Mohammad Arif Noorzai, Deputy Speaker of the lower house of the Afghan Parliament, the Wolesi Jirga. He was accompanied by nine other members of parliament and two civil servants.

In addition to the Delegation for relations with Aghanaistan, the Afghan delegation met with:
  • the AFET and DEVE Committees,
  • Mr Hans-Gert Pöttering, President of the European Parliament,
  • European Parliament political groups,
  • Mr Harald Romer, Secretary-General of the European Parliament,
  • three representatives of the French National Assembly.
The meeting included workshops on:
  • security,
  • the fight against drugs,
  • the economic situation and financial assistance,
  • governance,
  • regional and central government,
  • political and administrative cooperation in the Afghan Parliament.
A joint declaration was adopted at the conclusion of the meeting.
