European Parliament resolution on the repressive environment in Afghanistan, including public executions and violence against women

On 14 March 2024, European Parliament adopted the resolution on the repressive environment in Afghanistan, including public executions and violence against women (2024/2617(RSP)).

MEPs are gravely concerned by the humanitarian and human rights crisis in Afghanistan. The Taliban have, they say, dismantled the judicial system, ordered judges to fully implement Sharia law and have virtually eliminated women and girls from public life.

The resolution was adopted by 513 votes in favour, 9 against and 24 abstentions.

Human rights situation in Afghanistan, in particular the persecution of former government officials (5 October 2023)

On 5 October 2023, the European Parliament adopted a resolution on the human rights situation in Afghanistan, in particular the persecution of former government officials (2023/2881(RSP)).
Parliament strongly denounces the severe human rights violations in Afghanistan and warns that since the Taliban takeover of the country the frequency of human rights abuses has risen exponentially in the country. This includes the staggering oppression of women and girls, a policy of gender apartheid and the targeting of civil society organisations and human rights defenders.


The persecution of women's education activists in Afghanistan (20 April 2023)

On Thursday 20 Aprli 2023, the European Parliament adopted the resolution on the respect for human rights in Afghanistan.

Parliament urges Afghanistan's de-facto authorities to release all those imprisoned for exercising their fundamental rights, including education activist Matiullah Wesa, the head of the Afghan PenPath organisation. MEPs also demand an end to the persecution of those Afghans who have been resisting the dramatic rollback of women's rights in the country since the Taliban took over.

The resolution calls on the EU and its member states to exert diplomatic pressure directly or indirectly on Afghanistan's de-facto authorities to secure the release of all those arbitrarily detained, as well as to increase support to Afghan groups providing education to women and girls.

MEPs also denounce the Taliban ban on secondary and university education for women in Afghanistan.

The text was adopted by 529 votes in favour, 2 against and 11 abstentions.

Afghanistan: Deterioration of women’s rights and attacks against educational institutions (24 November 2022)

On Thursday 24 November 2022, the European Parliament adopted resolution on the respect for human rights situation in Afghanistan, especially the deterioration of women's rights and attacks against educational institutions

The staggering regression in women and girls' rights under the Taliban qualifies as gender apartheid, warn MEPs. They call on Afghanistan's de facto authorities to ensure that women can again actively participate in public life. Parliament deeply regrets that, since the Taliban takeover, access to information has become increasingly difficult, journalistic independence has been curtailed, and civil society organisations have been subjected to increasing pressure.

Finally, MEPs ask the EU to establish a long-term strategy on Afghanistan in light of the current situation and the failure of the Taliban to deliver on any of their initial promises.

The resolution was adopted by 532 votes in favour, 8 against with 25 abstentions.

Situation in Afghanistan, in particular the situation of women’s rights (7 April 2022)

MEPs are deeply worried by the recent Taliban decision to indefinitely extend the ban on allowing girls in seventh grade and above to attend school.

In a resolution adopted on Thursday 7 April, Parliament calls for a reversal of these restrictions, while noting previous commitments by the Taliban that they would ensure access to education for all citizens.

MEPs deplore the steadily deteriorating situation of women and girls in Afghanistan since the Taliban's return to power in 2021. Parliament condemns their persistent focus on erasing women and girls from public life and denying their most fundamental rights, including to education, work, movement and healthcare.

Situation in Afghanistan (16 September 2021)

Parliament deplores the violent takeover of Afghanistan, calls for more humanitarian aid and a coordinated response to protect those most vulnerable.

MEPs are appalled by reports of violations, including executions, of child soldiers being recruited, peaceful protest and expressions of dissent being repressed, and human rights being restricted, especially targeting women and girls. In a resolution adopted by 536 votes in favour, 96 against and 50 abstentions on Thursday 16 September 2021, they call on the EU and its member states to work together to facilitate the evacuation of EU citizens and Afghans at risk, in particular through the use of safe corridors.

Situation in Afghanistan (10 June 2021)

Parliament strongly condemns the alarming increase in violence in Afghanistan and calls on the Taliban to immediately cease their attacks against civilians and the national forces, and to fully respect international humanitarian law.

In the resolution adopted on Thursday 10 June 2021, MEPs point to "the confluence of the fragile domestic situation, a deteriorating security situation, intra-Afghan peace talks effectively at a stalemate and the decision to withdraw US and NATO troops by 11 September 2021".

The resolution expresses concern about the fragility and instability of the Afghan Government and its lack of control over much of the country and stresses the need to avoid a 'failed state' scenario. The Parliament reiterates its commitment to an Afghan-led and Afghan-owned peace process and post-conflict reconstruction as the only credible path to inclusive, long-term peace, security and development.

The resolution was adopted by 610 votes in favour, 34 against and 39 abstentions.

Afghanistan, notably allegations of sexual abuse of boys in the Logar Province (19 December 2019)

The European Parliament adopted on 19 December 2019 a resolution on Afghanistan, notably the allegations of sexual abuse of boys in the Logar Province. The text adopted in plenary was tabled as a joint resolution by the EPP, S&D, Renew, Greens/EFA, ECR and GUE/NGL groups.

The UN Assistance Mission in Afghanistan (UNAMA) reported that 136 Afghan boys in at least six schools in Logar province have been sexually abused by a paedophile ring. Sexual abuse, rape and exploitation of boys, a practice known as that constitutes child sex bacha bazi slavery, is prevalent in several provinces of Afghanistan. The resolution stated that only through a combination of law enforcement and education on the issue will it be possible to achieve the cultural change needed in Afghan society to eliminate this practice.

EU-Afghanistan Cooperation Agreement on Partnership and Development (13 March 2019)

The European Parliament adopted a resolution on an EU-Afghanistan cooperation agreement on partnership and development. The resolution was tabled by ALDE, ECR, S&D, and EPP groups. It notes that the EU and Afghanistan are engaged in negotiations on a cooperation agreement on partnership and development and it calls on the European External Action Service (EEAS) and the Afghan Government to conclude them swiftly.

Parliament stresses that the agreement should lead to a more strategic approach and to support for the Afghan authorities during and after the withdrawal of international forces. Members reaffirm that the peaceful future of Afghanistan depends on the building of a stable and economically sustainable state that is free of terrorism and narcotics and they appreciate the important contributions made by EU development cooperation and by the EUPOL Afghanistan mission, the extension of which is welcomed.
