DRAFT EUROPEAN PARLIAMENT LEGISLATIVE RESOLUTION

on the draft Council decision on the conclusion of a Framework Agreement between the European Union and Kosovo on the general principles for the participation of Kosovo in Union programmes

The European Parliament,

–  having regard to the draft Council decision (13391/2016),

–  having regard to the draft Framework Agreement between the European Union and Kosovo on the general principles for the participation of Kosovo in Union programmes (13393/2016),

–  having regard to the request for consent submitted by the Council in accordance with Article 212 and Article 218(6), second subparagraph, point (a), and Article 218(7) of the Treaty on the Functioning of the European Union (C8‑0491/2016),

–  having regard to Rule 99(1) and (4) and Rule 108(7) of its Rules of Procedure,

–  having regard to the recommendation of the Committee on Foreign Affairs (A8-0207/2017),

1.  Gives its consent to conclusion of the Framework Agreement;

2.  Instructs its President to forward its position to the Council, the Commission and the governments and parliaments of the Member States and of Kosovo.


EXPLANATORY STATEMENT

On 7 December 2009 the Council welcomed the European Commission’s Communication

of 14 October 2009 entitled “Kosovo – Fulfilling its European Perspective” and invited it to

take the necessary measures to support Kosovo’s progress towards the Union in line with the

European perspective of the region.

On 22 April 2013, the Commission submitted its proposals for a Council decision on the

signing and for a Council decision on the conclusion of the Framework Agreement between

the European Union and Kosovo on the general principles for the participation of Kosovo in

Union programmes.

The Stabilisation and Association Agreement with Kosovo entered into force on 1 April 2016.

According to the Framework Agreement, Kosovo will be able to participate in Union programmes in accordance with its commitments to adopt and apply standards in the areas relevant to the programme concerned and the progress made in that respect.

Kosovo will contribute financially to the general budget of the European Union in proportion to the specific Union programmes in which it participates.

The conclusion of the Framework Agreement will permit the gradual opening of or reinforced participation in certain Union programmes for Kosovo, offering an opportunity to promote further cultural, educational, environmental, technical and scientific links, enhancing people-to-people contacts and sectoral cooperation, in addition to the strengthening of the political and economic relations through the Stabilisation and Association Agreement.

The participation of Kosovo in Union programmes will strengthen the European perspective of the country and deepen the bilateral relations. The Framework Agreement contributes to facilitating the integration of Kosovo in the EU policies and plays an important role in Kosovo’s path towards EU membership.
