MOTION FOR A RESOLUTION on suspending the EU-Ukraine Association Agreement

Motion for a European Parliament resolution on suspending the EU-Ukraine Association Agreement

The European Parliament,

–       having regard to its previous resolutions on Ukraine,

–       having regard to the signing of the EU-Ukraine Association Agreement on 27 June 2014 and its simultaneous ratification by the European Parliament and the Ukrainian Parliament (Verkhovna Rada) on 16 September 2014,

–       having regard to the Charter of Fundamental Rights of the European Union,

–       having regard to Rule 133 of its Rules of Procedure,

A.     whereas on 16 March 2015, in Kostiantynivka, a government-controlled town in the Donbass, an armoured vehicle belonging to the Ukrainian Army and driven by a soldier who the General Staff of the Ukrainian Armed Forces in Kyiv has admitted was under the influence of alcohol, knocked down and killed an eight year-old girl; whereas the local population held a protest the same evening, calling for armoured vehicles to be withdrawn from the town; whereas 12 protestors were arrested for inciting terrorism purely because they were present at this peaceful, unarmed protest;

B.     whereas the European Union institutions have repeatedly stressed that the conclusion of any EU trade agreement with a third country should be made contingent on that country upholding human rights and that any serious violation of human rights would lead to the suspension of trade preferences for the country in question;
